Comments on the 14th Congress Documents: People expect breakthrough solutions to improve growth quality and digital transformation

According to the report of the Central Propaganda and Mass Mobilization Commission, as of November 4, the total number of comments from cadres, party members and people on the draft documents submitted to the 14th National Party Congress (through conferences, seminars, and discussions; through the VneID application, through the mail and newspaper system and through the online system of the Central Propaganda and Mass Mobilization Commission) was 2,501,265 comments.

The basic opinions were highly unanimous with the draft and believed that the draft documents had been carefully prepared, with high quality, clear structure, accurate assessment of the actual situation, and high generality. The reports correctly assessed the achievements, pointed out the limitations, weaknesses, causes and lessons learned, and clearly defined the goals, directions, tasks, breakthroughs and solutions for the next term. In addition, there were also many comments focusing on a number of key content groups.

Regarding the draft Political Report of the 13th Party Central Committee, related to the theme of the Congress, the majority of opinions highly agreed, affirming that the Theme has a profound generality, demonstrating the intelligence, vision, goals and political determination of the entire Party, the entire people and the entire army in the cause of building and defending the Fatherland; affirming the steadfast will and aspiration to develop a prosperous and happy country, steadily moving towards socialism in the new era. Some opinions suggested adding and emphasizing more the factors of "national defense - security", "human development", or adding the element of "freedom" to deepen the values of humanity and democracy...

Regarding the results of implementing Resolution XIII and 40 years of innovation, some opinions suggested adding specific data on: labor productivity growth rate, total social investment capital, environmental indicators... At the same time, it was suggested to emphasize and clarify the prominent role of new economic sectors such as digital economy, green economy, circular economy, digital transformation, innovation and high technology in development achievements in recent times, considering this an important basis for comparison with the goals and targets for the period 2026 - 2030.

Regarding the work of building and rectifying the Party and the political system, the People highly appreciate the results of the fight against corruption and negativity, but wish to continue to do it more strongly, synchronously and thoroughly, handle it strictly, without "forbidden zones" or "exceptions". Wish to innovate the Party's leadership method, promote democracy within the Party and in society, ensure that the Party is truly ethical and civilized. Strengthen control of power, prevent group interests and local sectionalism.

Regarding socio-economic development, the People expect the Party to propose breakthrough solutions to improve labor productivity, growth quality, digital transformation, green and circular economic development. Pay more attention to agriculture, farmers, rural areas, ensure food security and sustainable livelihoods.

Regarding social security, education, health care and life, the people hope to improve the quality of education, reform exams, focus on moral education, life skills, and career orientation for students. Pay attention to policies for people with meritorious services, the poor, remote areas, and narrow the development gap between regions.

In addition, some comments suggested that, regarding the results of 40 years, it is necessary to further evaluate the shortcomings in personnel work, the field of education and training, especially the publication of textbooks; extra learning and teaching; the building of a rule-of-law state, the legal system is not really synchronous, and administrative procedures are still entangled. Lack of reference to the context and challenges: If the context (epidemic, global economic recession, geopolitical conflicts, climate change, etc.) is not mentioned, the achievements will be difficult to see the full value and persuasiveness, only stating the results without generalizing the limitations and causes will make the statement "one-sided".

Regarding limitations and weaknesses, opinions agreed with the limitations pointed out in the draft, and at the same time suggested clarifying the limitations in the fields of health and education; at the same time, emphasizing the exemplary responsibility of officials, especially leaders, in overcoming "institutional bottlenecks", "term-based thinking" and "group interests".

Building the National Value System, Cultural Value System, and Vietnamese Human Standards

Regarding viewpoints and development goals for the new period, the majority of opinions highly agree with the five guiding viewpoints and development goals in the draft document, considering this as a guideline for the cause of building and defending the Fatherland.

Regarding the main development goals and targets for the 5 years 2026 - 2030, cadres, party members and people are very interested in the main development goals and targets for the 5 years 2026 - 2030. Many opinions suggested clarifying some limitations in growth quality, labor productivity and regional development differences; at the same time emphasizing the role of innovation and digital transformation. Most opinions said that the draft document has provided a system of basic and appropriate main development targets. However, many opinions reflected that there are still a lack of targets on Party building, which need to be further studied; some opinions suggested adding more clearly quantifying some targets associated with development requirements: cultural field (Proportion of cultural industry); global factors (happiness index (HPI); national competitiveness (GCI 4.0), ...

Regarding development orientation, tasks and solutions, the majority of opinions agreed with the 13 development orientations, 6 key tasks and 3 strategic breakthroughs stated in the draft political report.

Many opinions suggested continuing to supplement and emphasize a number of more specific and action-oriented orientations and solutions on: (1) Promoting the private economy, digital economy, green economy, and circular economy; (2) Fundamentally and comprehensively innovating education and training, building high-quality human resources; strongly investing in science and technology, innovation; (3) Building and promoting the National Value System, Cultural Value System, Family Value System and Vietnamese Human Standards in the new period; developing cultural industry, making culture truly become an "endogenous strength", an important driving force of development. (4) Planning and managing planning in an ecological, sustainable, and smart direction; (5) Promoting administrative reform and digital transformation in the political system; developing digital citizens and digital society; (6) Strengthening potential, ensuring traditional and non-traditional security.

In addition, there are also many opinions interested in solutions to create breakthroughs in science and technology development, innovation and digital transformation; it is expected that breakthroughs in science and technology development, innovation and digital transformation will be concretized by strong and synchronous mechanisms and policies; focusing on investment in research and application of high technology in production, management, education and healthcare; expanding comprehensive digital transformation from the public sector to businesses and social life.

Regarding Party building, many opinions emphasized the need to focus more on personnel work; promote the exemplary role of Party members, especially leaders; continue to innovate the Party's leadership, governance and fighting strength to meet the requirements of the new situation. Thoroughly grasp and concretize the viewpoint "People are the root", strongly promote the role of the people as the main subject, socialist democracy and the strength of great national unity. It is necessary to continue to fight more strongly, regularly and resolutely in preventing and combating corruption and negativity, especially in personnel work.

The people expect the Party to pay attention to improving public ethics, sense of responsibility, and exemplary behavior of cadres, party members, and leaders. Many opinions suggest strengthening the supervisory role of the people and the Fatherland Front, ensuring publicity and transparency in the activities of Party agencies and authorities at all levels.

Regarding the work of developing party members, many opinions suggested that the Central Committee should have specific instructions for agencies and party organizations that do not meet the conditions to establish trade union organizations, but whose members are too old to participate in union activities, and which organizations to introduce; supplement weaknesses in the situation of corruption and waste that is very serious and occurring at many levels, in many sectors, in many fields, and in many localities that have not been thoroughly resolved and overcome.

Promote institutional reform, build a clean state apparatus

Regarding the draft Action Program to implement the Congress Resolution, the majority of opinions assessed that the draft was tightly constructed, with clear goals and solutions, and high actionability. However, to ensure effectiveness, opinions suggested prioritizing key strategies and avoiding spreading. Specifically, strategies for transitioning to a green economy, digital economy, circular economy, and creative economy. Along with that, it is necessary to promote institutional reform, build a clean, transparent, and effective state apparatus to attract investment, protect the environment, and promote sustainable development.

Opinions also emphasized the need to clearly define specific timelines, have quantitative criteria for measurement and establish a strict monitoring mechanism. At the same time, clarify the coordination mechanism between levels and sectors to avoid overlap, ensuring synchronous and unified implementation nationwide.

Regarding the Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years, the majority of opinions agreed that the draft Document comprehensively and deeply reflected the great achievements of historical significance of the renovation process, especially the achievements in Party building and rectification and the development and perfection of the theoretical system on the path to socialism in Vietnam. In addition, many opinions suggested that the draft should go deeper into analyzing the subjective causes of the degradation of political ideology, ethics, lifestyle, "self-evolution", "self-transformation" in a number of cadres and party members, and at the same time propose fundamental and breakthrough solutions to thoroughly overcome them.

Some opinions also emphasized the need to revive culture and build comprehensively developed Vietnamese people, considering this a solid spiritual foundation for rapid and sustainable national development. In addition, many opinions suggested that the draft should continue to clarify the development orientation of theories on digital governance and digital society, associated with innovation, application of modern technology in social governance and acceptance of people's opinions, ensuring the promotion of substantive democracy in all areas of social life.

Regarding the Draft Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposals and directions for supplementing and amending the Party Charter, opinions generally agreed with the assessments in the draft on the results and limitations after 15 years of implementing the Party Charter, and at the same time proposed many specific contents to continue to improve and enhance the effectiveness of implementation in the coming period. Many opinions emphasized the requirement to substantially implement the principle of democratic centralism, overcome formalism; strongly innovate the content and methods of studying and thoroughly grasping political theory, ensuring that studying theory becomes practical, attractive, and linked to work practice and social life.

In addition, some opinions suggested studying and amending the regulations on grassroots Party organizations to suit the model of a streamlined apparatus, effective and efficient operations; at the same time, promoting more strongly the role of the Fatherland Front and socio-political organizations. In particular, many opinions said that the amendment and supplementation of the Party Charter should aim to strengthen the autonomy and self-responsibility of grassroots Party organizations, while establishing an effective internal feedback mechanism, contributing to improving the leadership capacity and fighting strength of the Party in the new situation.
