Towards the 14th National Congress of the Party, the overseas Vietnamese community actively contributed ideas to the draft documents of the Congress, demonstrating a sense of responsibility, attachment to the homeland and the desire to contribute their intelligence to the development of the Fatherland.

Enthusiastic opinions from overseas Vietnamese in many countries and territories wish to contribute and perfect the contents of the document, thereby promoting the intelligence and aspiration of overseas Vietnamese to contribute to the country's development in the new stage.

Affirming the position of culture

Expressing agreement with the task stated in the draft document of the 14th Party Congress: "Developing human resources and developing culture truly becomes the foundation, endogenous strength, and great driving force for the rapid and sustainable development of the country," Dr. Hong Ha, an overseas Vietnamese in France, Ambassador of Vietnamese Language Abroad in 2025, said that this is a strategic vision, affirming the position of culture in the sustainable development of the country.

To turn this vision into concrete actions in the community of more than 6 million Vietnamese people abroad, Ms. Hong Ha believes that there needs to be systematic and breakthrough solutions. This is also a practical action to continue to bring the spirit of Conclusion 12-KL/TW of the Politburo on the work of Vietnamese people abroad in the new situation, into depth, especially in the tasks of preserving and promoting cultural identity and spreading the "soft power" of Vietnam.

From the perspective of an ethnologist, Dr. Hong Ha affirmed: “Language is a means of culture. Therefore, investing in teaching and learning Vietnamese abroad must be considered a strategic task, the 'root' to preserve the nation. We need a systematic national strategy, not just stopping at mass activities.”

Specifically, overseas French people proposed that the State continue to have appropriate investment policies, especially in compiling modern Vietnamese language textbooks that are suitable to the psychology and living environment of the young generation growing up abroad.

“The demand for learning Vietnamese among the Vietnamese community abroad is huge, but there is a lack of attractive teaching tools. We need to boldly apply technology, build lively Vietnamese learning games, and have a mechanism to train and recognize Vietnamese teachers abroad,” Ms. Hong Ha shared.

Along with language, Dr. Hong Ha proposed building a “national digital cultural ecosystem.” In the context of globalization, a “national digital library,” “3D history museum,” “film, music , and art archive”... will be a way for the young overseas Vietnamese generation, no matter where they are, with just one click, to access and learn about the nation’s history and culture in a visual and modern way.

“This is the most effective way to return to the source in digital space,” Dr. Hong Ha emphasized.

Sharing the same view, Ms. Nguyen Thi Thanh Huong, a Laotian expatriate, said that in the context of international integration, preserving and spreading Vietnamese cultural identity among the overseas Vietnamese community not only demonstrates national pride but also contributes to strengthening the special Vietnam-Laos friendship.

To contribute to preserving and spreading Vietnamese cultural identity and values ​​abroad, Ms. Nguyen Thi Thanh Huong hopes that the Party and State will continue to have many practical policies and strategies to preserve Vietnamese cultural identity and language in the Vietnamese community abroad; encourage the young generation to learn Vietnamese, exchange Vietnamese culture, participate in traditional celebrations and festivals of the nation in the host country to understand and be proud of their origins.

According to Ms. Nguyen Thi Thanh Huong, the young generation of overseas Vietnamese in Laos is a valuable bridge between the two peoples of Vietnam and Laos. These solutions are not only an opportunity to learn modern knowledge and skills but also help young overseas Vietnamese directly contribute to the development of the country, connecting with their homeland through concrete actions.

Believing that “human resource development, cultural development” - as stated in the draft documents of the 14th National Party Congress, is a task closely related to Vietnamese people abroad, Mr. Nguyen Duy Anh, Principal of GAG Japanese Language School, Chairman of the Vietnamese Association in Fukuoka (Japan), Member of the Central Committee of the Vietnam Fatherland Front, 10th term, proposed expanding practical exchange programs, community volunteer activities, summer camps for startups or applied research for overseas Vietnamese youth in the homeland.

“Today’s young overseas Vietnamese generation has a double advantage: they are educated in a modern international environment, and they also carry Vietnamese blood and soul. This is the way to continue the nation’s aspirations to rise through each generation – being proud of their roots and proactively contributing to the country’s future,” said Mr. Nguyen Duy Anh.

Promoting strategic resources of people's diplomacy

Commenting on the Draft Documents of the 14th National Party Congress, Dr. Tran Hai Linh, Member of the Central Committee of the Vietnam Fatherland Front, Chairman of the Vietnam-Korea Businessmen and Investment Association, Founding Chairman of the Vietnam-Korea Experts and Intellectuals Association, expressed his high agreement with the task: "Promoting the synchronous and creative implementation of foreign affairs activities and deep, comprehensive and effective international integration."

According to Mr. Tran Hai Linh, this is a very important step in developing strategic thinking, demonstrating a global vision, proactively creating a peaceful and cooperative environment for national development. With more than 6 million Vietnamese living in 130 countries and territories, the overseas Vietnamese community is a strategic resource for people's diplomacy, connecting Vietnam with the world through the threads of trust, culture and knowledge.

According to him, overseas Vietnamese people's diplomacy can make outstanding contributions in three aspects: promoting the national image; building and consolidating "Vietnam's soft power"; accompanying and protecting national interests in a strategic competitive environment.

In particular, the overseas Vietnamese business community can support the improvement of the competitiveness of Vietnamese enterprises through market connection, partner connection, standardization of corporate governance according to global standards; promoting the process of technology transfer, digital transformation and green development; supporting the development of innovative startup ecosystems; promoting participation in domestic value chains associated with regional and industry linkages, especially in areas where Vietnam has advantages such as processing and manufacturing industry, logistics, e-commerce, high-tech agriculture, high-quality tourism and services...

“The overseas Vietnamese business community always carries within itself the spirit of patriotism, the will to start a business and the desire to serve the Fatherland. If there is a favorable environment, support policies and a stable mechanism to protect private investors, this force will certainly continue to become a strategic bridge, contributing to 'realizing the vision by 2045 of becoming a developed, high-income country for a peaceful, independent, democratic, rich, prosperous, civilized, happy Vietnam, firmly advancing towards socialism.'”

According to the draft documents of the 14th National Party Congress, foreign affairs and international integration are important and regular tasks closely linked to national defense, security, economic and cultural development. Mr. Pham Khanh Nam, a German expatriate, shared that in the context of deep globalization, more than 6 million Vietnamese people abroad, including over 200,000 people in the Federal Republic of Germany, are becoming a strategic resource of the country. The Vietnamese community abroad is both soft power and a bridge of friendship, cooperation and knowledge transfer between Vietnam and the world.

To promote this potential, Mr. Pham Khanh Nam proposed building a flexible coordination mechanism between diplomatic representative agencies and overseas Vietnamese associations, in order to effectively implement people's diplomacy, culture, education and economy programs.

Along with that is developing a network of "People's Ambassadors" in the global Vietnamese community, so that every Vietnamese person abroad can become a trusted bridge and close friend of Vietnam in the international arena.

At the same time, promote the image of Vietnam as an integrated, humane and innovative country through exchange activities, cultural-economic forums, scientific exhibitions and educational cooperation./.
