The 'Skilled Mass Mobilization' Model: Affirming the power of the spirit of great solidarity

Throughout the process of construction and development, mass mobilization work has always been identified by Ho Chi Minh City as a "bridge" between the Party, the government and the people. Thanks to creative and flexible ways of doing things, the emulation movement "Skilled Mass Mobilization" at all levels has become a solid support, contributing to consolidating people's trust in the Party, strengthening the great national unity bloc, creating a driving force to promote sustainable socio-economic development.

Skillful lobbying, people agree

One of the typical models of the "Skilled Mass Mobilization" movement is the model of "Propaganda and mobilization of 25 households to hand over the site on schedule for the project to build the headquarters of the People's Committee and My Xuan Ward" of the Party Cell of Phu Thanh Quarter, Phu My Ward, Ho Chi Minh City. This is a model that clearly demonstrates the motto "people know, people discuss, people do, people inspect", which has been implemented methodically and brought about positive results.

According to Mr. Le Hong Vu, Secretary of Phu Thanh Ward Party Cell, compensation and site clearance are always difficult steps in the process of implementing infrastructure development projects. People often worry about compensation, resettlement and livelihood plans after relocation. Understanding those thoughts and aspirations, the Ward Party Cell has proactively organized meetings, dialogues, propaganda and explanations to help people understand the State's policies, ensuring publicity and transparency in each stage of implementation.

Thanks to the dedication, closeness to the people, listening and understanding, Phu Thanh Ward Party Cell has created a high consensus. Up to now, 20/25 households have received compensation and handed over land with an area of ​​7,838 m2, reaching 76.6% of the total recovered area. The remaining 5 households are waiting for the State to approve the compensation plan, expected to be completed in November 2025.

Mr. Duong Van Gan, one of the households whose land was recovered, shared: “At first, my family was very worried when we heard the news of relocation. After the neighborhood officials came to our house to persuade us, explain and let us visit the new resettlement area, we felt much more secure. The family has received appropriate compensation and is ready to hand over the land when the State needs it.”

This result not only helps the project to be implemented on schedule, but also contributes to limiting the situation of prolonged complaints and ensuring security and order in the area.

According to Mr. Nguyen Luong Vu, Head of the Party Building Committee of Phu My Ward, the model of "Skilled Mass Mobilization" in Phu Thanh Quarter is a vivid demonstration of the effectiveness of mass mobilization work in practice. From the success of this model, Phu My Ward will continue to learn from experience and replicate the method throughout the area, especially with key projects about to be implemented.

“Green House” - spreading the spirit of mutual love

If the "Clever Mass Mobilization" model in Phu My ward demonstrates the ingenuity in mobilizing people to agree with the State's major policies, then in Ba Ria ward, the "Green House" model of the ward's Women's Union has affirmed the strength of the spirit of solidarity and humanity in the community.

The “Green House” was formed from the idea of ​​collecting and sorting recyclable waste at the source to raise funds to help women and children in difficult circumstances. Starting in 2017, the model was quickly replicated throughout the ward, becoming a bright spot in the movement “Women join hands to protect the environment, build civilized urban areas”.

In Long Toan Ward 1, Ba Ria Ward, small iron houses with two separate compartments are neatly placed at the street corner. Inside are plastic bottles, cans, and cardboard boxes that people bring to put in every day. Ms. Pham Thi Ngoan, Vice President of the Women's Association of Long Toan Ward 1, shared: "When we first launched the campaign, we did not expect people to respond so strongly. Each month, the Association earns about 1 million VND from selling scrap. This money is used to buy gifts and support single women and orphans in the neighborhood."

In Phuoc Nguyen Ward 2, Ba Ria Ward, the model has also been implemented since 2020 with a flexible and creative approach. According to Ms. Tran Thi Thien Huong, Head of the Women's Association of Ward 2, on average each year the Association can support many scholarships, buy health insurance cards, give rice and gifts to members in difficult circumstances. "Although the material value is not large, it is the heart, the sharing between people, warming the hearts of many miserable lives," Ms. Huong expressed.

Ms. Nguyen Thi Thanh Cuc, Chairwoman of the Women's Union of Ba Ria Ward (Ho Chi Minh City) said: Currently, the ward has 21 "Green Houses" operating very effectively in 21 neighborhoods. From the beginning of 2025 until now, the total amount of money collected from selling scrap from these models is more than 17.4 million VND. The entire fund is used to award 9 scholarships, 4 health insurance cards, give gifts, support livelihoods for women and children in difficult circumstances, and visit and encourage sick and ill members.

Not only bringing profound humanistic values, the “Green House” model also contributes to propagating and mobilizing people to classify waste at source, raising awareness of environmental protection. Thereby, the spirit of skillful mass mobilization is vividly and closely expressed - connecting the government with the people through specific and practical actions.

From small but meaningful models, the "Clever Mass Mobilization" movement has been spreading widely in Ho Chi Minh City. Whether in residential areas, agencies, units or armed forces, the spirit of "skill" in mass mobilization is always associated with the motto: "Speak so that people understand, do so that people believe, let people follow, and people do".

Party committees, authorities, the Fatherland Front and socio-political organizations of the city have deployed thousands of "Smart Mass Mobilization" models in the fields of: Site clearance, urban beautification, sustainable poverty reduction, environmental protection, new rural construction, and security and order maintenance. Each model is a creative approach, built on a people-centered foundation, promoting the strength of solidarity and intelligence of the people.

The results achieved from the "Skilled Mass Mobilization" movement have significantly contributed to strengthening people's trust in the Party and the government; at the same time, arousing the proactive and creative spirit of cadres, party members and people in participating in patriotic emulation movements.
