The Government assigns the Ministry of Industry and Trade to be responsible for the contents of the draft Law, the contents of the report on acceptance and explanation of opinions of the National Assembly Standing Committee and Government members.

The Ministry of Industry and Trade reviews and completes the draft Law according to regulations. On that basis, the Government assigns the Minister of Industry and Trade, authorized by the Prime Minister, to sign on behalf of the Government reports and documents sent to the National Assembly and the National Assembly Standing Committee to ensure quality and progress as required; proactively reports and explains to the National Assembly and its agencies according to regulations and is responsible for the content received and explained; promptly reports to the Prime Minister on arising contents beyond his authority.

* It is known that the Draft Law on E-commerce consists of 7 chapters and 55 articles, clearly stipulating the rights and responsibilities of entities such as e-merchants, online business individuals, e-commerce platforms, support units (logistics, payment, advertising), and foreign organizations and enterprises with cross-border activities in Vietnam.
