Continuing the session program, on the afternoon of October 30, the National Assembly discussed in the hall about the socio -economic situation.
Contributing opinions at the discussion session on the issue of budget collection, delegate Pham Thi Thanh Mai ( Hanoi ) stated that according to Report No. 64 of the State Audit for the period 2021-2025, we still have a fairly high amount of tax arrears. Specifically, the total amount of domestic tax arrears is estimated to increase by September 30, 2025 by 17.6% compared to December 31, 2024. Meanwhile, the rate of debt collection and settlement is low, only reaching 21.4% of the total debt. Particularly, the total tax arrears in 2024 is equal to 9.7% compared to the state budget collection, not meeting the requirements according to the resolution from the beginning of the term, when we set a target of striving to reduce the rate of tax arrears to below 5% of the total state budget revenue.
According to delegate Pham Thi Thanh Mai, there is a very alarming problem which is the situation of fraud and tax evasion leading to loss of state budget revenue.
Delegates from Hanoi city realized that there are currently many issues that need to be considered in e-commerce business such as online business and livestream sales by KOLs (abbreviation of "Key Opinion Leader").
"It is only when the police get involved that we see that the business of counterfeit, fake, and poor quality goods and tax evasion not only affects the budget but also our economy. It is a matter of trust and unfair competition with legitimate businesses," said delegate Pham Thi Thanh Mai.
Therefore, the delegates suggested not only stopping at measures to prevent revenue loss but also going to the root of the problem, which is to make the e-commerce business environment healthy and the issue of competition. Goods must have clear origin and origin and the value of these goods must be properly assessed.
Concerned about the issue of salaries of civil servants and public employees, delegate Nguyen Van Than ( Hung Yen ) pointed out the fact that currently, private enterprises are willing to pay a large amount of money to have high-quality human resources, even positions with salaries of hundreds of millions but cannot recruit workers. Therefore, in order to "retain" good and talented people, according to the delegate, "increasing salaries for civil servants and public employees is mandatory."
"The fact that cadres, employees and civil servants stay with us in the current period - talented people and active workers, people who stay with the State to work for different ideals, I think we need to encourage and the most important encouragement is the issue of salary, so that people can raise their children, take care of a stable family life so that they can concentrate. Otherwise, we will lose good workers," delegate Nguyen Van Than affirmed, at the same time suggesting that the Government and the National Assembly study and try to find a solution to increase salaries for cadres and civil servants, "because currently it has increased but it is not stable"./.
