On the morning of October 31, Senior General Luong Tam Quang, Minister of Public Security, presented to the National Assembly four draft laws, including: Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization; Law on Cyber ​​Security; Law on Protection of State Secrets (amended) and Law amending and supplementing a number of articles of 10 laws related to security and order.

The Draft Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization includes 2 articles.

In particular, the Minister of Public Security said that the draft has separated the National Defense and Security Industry Fund into two independent funds, including the Security Industry Development Investment Fund managed by the Ministry of Public Security and the National Defense Industry Fund managed by the Ministry of National Defense.

Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi said the review agency basically agreed with these regulations.

Besides, there are some opinions suggesting to study the concept of Security Industry Development Investment Fund to make it clearer, covering practical needs, closely following the direction of the Politburo .

The draft Law on Cyber ​​Security consists of 9 chapters and 58 articles, including 30 provisions inherited from the 2018 Law on Cyber ​​Security and 3 new provisions added.

General Luong Tam Quang said the draft adds regulations on ensuring data security; on the responsibility of identifying IP addresses and providing them to specialized forces for protecting network security.

According to the draft law, enterprises providing services on cyberspace are responsible for identifying the internet addresses (IP addresses) of organizations and individuals using internet services, and providing them to the specialized force in charge of protecting network security for management to serve the work of ensuring network security.

The Chairman of the National Defense, Security and Foreign Affairs Committee said that the inspection agency proposed a review to fully supplement prohibited acts, especially acts of using artificial intelligence to create, edit, and spread false information, and fake identities to slander, defraud, and harm national security and social order.

The Draft Law on Protection of State Secrets (amended) consists of 5 chapters and 28 articles.

According to the Minister of Public Security, the draft law expands and allows the drafting and storage of State secrets on computer networks that are “independent LANs” established within the headquarters of agencies and organizations, without encryption using cryptographic codes. This provision aims to completely remove obstacles in the 2018 Law on Protection of State Secrets and meet the requirements of national digital transformation.

The draft also adds a provision prohibiting the use of artificial intelligence systems to violate state secrets.

The Draft Law amending and supplementing a number of articles of 10 laws related to security and order consists of 12 articles, of which 136/570 articles are amended and supplemented and 2 new articles are added to 10 laws related to security and order.

In particular, with the Law on Exit and Entry of Vietnamese Citizens , Minister Luong Tam Quang said the draft amends and supplements regulations on the validity of ordinary passports; cases where exit and entry papers have not been issued; cases where passports are revoked or invalidated...

With the Law on Identification , this draft amends and supplements regulations on identification management agencies; revocation of identification cards; and the use value of electronic identification, according to the Minister of Public Security.

The examining agency recommends considering regulations on the validity period of ordinary passports issued under the simplified procedure as appropriate, because this passport is only valid for one-time use when exiting or entering Vietnam.

With Law on Road Traffic Order and Safety , the Minister of Public Security said that this draft amends and supplements regulations that vehicles must be equipped with journey monitoring devices, devices to record images of the driver, and devices to record images of the passenger compartment.

The draft also stipulates the authority on training, testing, granting, exchanging, re-granting, and revoking driving licenses for national defense and security purposes; revoking driving licenses; and driving time of car drivers.

In the transitional provisions, the draft stipulates that journey monitoring devices and driver image recording devices installed in accordance with the Law on Road Traffic Order and Safety will continue to be used until December 31, 2029.

Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi said the review agency proposed considering regulations on passenger transport vehicles requiring the installation of journey monitoring devices, devices to record images of the driver and images of the passenger compartment.

The Committee also recommended considering regulations on driving time per day, per month, continuous driving, and minimum rest time for drivers to ensure feasibility.
