Pursuant to Official Dispatch No. 491-CV/DU-TGDV dated October 21, 2025 of the Party Committee of the Ministry of Foreign Affairs on organizing the collection of opinions on draft documents submitted to the 14th National Party Congress, on October 31, at the headquarters of the Vietnamese Embassy in Phnom Penh, the Kingdom of Cambodia, the Party Committee and the Embassy of Vietnam in Cambodia organized a conference to collect opinions from a large number of Vietnamese people living and working in Cambodia.
Comrade Ngo Quoc Thai, Deputy Secretary of the Party Committee in Cambodia, chaired the conference. Also attending were delegates who were officials, party members, staff of the Embassy and a number of representative agencies in Cambodia; delegates of the Khmer-Vietnam Association in Cambodia (KVA), and the Vietnam-Cambodia Business Association (VCBA).
Speaking at the conference, comrade Ngo Quoc Thai emphasized that with a large amount of mention of work for Vietnamese people abroad, the draft document submitted to the 14th National Party Congress continues to affirm that the policy for work for Vietnamese people abroad is being actively, comprehensively, strongly and increasingly practically implemented.
The Deputy Secretary of the Party Committee in Cambodia hopes that overseas Vietnamese will actively contribute their intelligence and enthusiasm, based on practical experience, to help complete these important documents. This is also an opportunity for the overseas Vietnamese community to express their feelings, responsibilities and aspirations to join hands in building their homeland in the new journey ahead.
On behalf of the Vietnamese community in Cambodia, KVA Chairman Sim Chy highly appreciated the organization of collecting comments on draft documents widely throughout the Party, people and army, including the overseas Vietnamese community. According to the KVA Chairman, this affirms the spirit of national solidarity and the responsibility of the community towards the fate of the country.
Expressing his joy and pride in witnessing his homeland's growing development in all fields, affirming its position in the international arena, Mr. Sim Chy said he completely agreed with the content of the draft documents, believed in and supported the Party's guidelines and policies, and the Vietnamese State's policies and laws.
The Vietnamese community in Cambodia is happy because the Party and State always pay attention to policies for overseas Vietnamese, including supporting overseas Vietnamese to stabilize and strengthen their position in the host country, while always staying attached to their homeland.
Representing the Vietnamese business community in Cambodia, Dr. Heng LiHong, Member of the Standing Committee, Permanent Vice President and General Secretary of VCBA, Director of MED115 Hospital, highly appreciated the general spirit of the draft documents submitted to the 14th National Party Congress, which highlighted the strategic and comprehensive vision, imbued with the ideology of "taking the people as the root", considering the people as the subject, the center and the decisive source of strength in the entire revolutionary cause of the Party and the nation.
Based on the current socio -economic situation of Vietnam and the reality of the Vietnamese community in Cambodia, Dr. Heng LiHong made a number of recommendations and proposals. The Standing Vice President of VCBA said that it is necessary to expand the connotation of "national solidarity bloc" in the draft documents of the 14th Congress, strengthen the coordination mechanism between domestic agencies and organizations representing overseas Vietnamese, in order to protect the legitimate and legal rights of overseas Vietnamese, support them to integrate, stabilize their lives, improve their position in the host society, as well as create conditions for overseas Vietnamese to make practical contributions to the development of their homeland.
Regarding "Building a modern national education system, on par with the region and the world", sharing with Nhan Dan Newspaper's correspondent in Cambodia, Dr. Heng LiHong said that Vietnam needs to clearly define the model and philosophy of a modern national education system; reduce formal degrees and improve the quality of actual learning and practice; invest in and comprehensively reform the teaching staff; promote the application of science and technology and digital transformation in education; closely link education-enterprise-society; learn and absorb the quintessence of international education but must "Vietnamize" appropriately.
Sharing his opinion at the event, Head of the Economic Department of the Vietnamese Embassy in Cambodia Tuan Nguyen Tien expressed his joy at the rapid and increasingly strong development of the Vietnamese economy in recent times.
However, the leader of the Embassy's Economic Department expressed concern about a number of outstanding issues that have not yet been effectively and thoroughly resolved, such as traffic congestion and flooding in large cities; solutions for planning and converting the functions of offices in localities after the merger...
At the conference, delegates had a heated discussion and unanimously agreed that the draft documents submitted to the 14th National Party Congress were elaborately, seriously, and scientifically constructed, demonstrating a decisive and positive spirit, reflecting innovative thinking, strategic vision, breakthroughs, and aspirations for national development in the new period.
In the coming days, KVA, VCBA, and the Vietnamese Students in Cambodia Party Cell will continue to collect opinions on draft documents to be submitted to the 14th Party Congress to be sent to the Party Committee Office in Cambodia for synthesis and timely sending back to the country, in order to contribute the dedicated, intelligent and responsible voices of the Vietnamese community in Cambodia to these important documents of the country.
