On the afternoon of October 31, the National Assembly discussed at the Group on laws related to the field of security and order. The National Assembly Delegation of Son La province and the National Assembly Delegation of Vinh Long province (Group 13) gave their opinions on the following projects: Law on Cyber Security; Law on Protection of State Secrets (amended) and Law on amending and supplementing a number of articles of 10 laws related to security and order.

Discussing the draft Law on Cyber Security, delegate Trinh Minh Binh expressed his agreement with the necessity of promulgating the Law. The delegate said that perfecting the legal framework on cyber security is an urgent requirement in the context of increasingly complex cyber attacks, data leaks and malicious activities on digital platforms.

According to delegate Trinh Minh Binh, it is necessary to focus on perfecting the legal system, increasing sanctions for data leakage and regulating mandatory security standards for state agencies and enterprises providing critical digital infrastructure services. Along with that, it is necessary to build an active defense mechanism through a monitoring system - early warning and periodic drills to respond to incidents.
The delegate emphasized that personal data protection must be considered a foundation when implementing digital government and digital economy . At the same time, it is necessary to invest in training cybersecurity human resources and encourage the development of domestic technology products to increase self-reliance and reduce dependence on external resources.

Delegate Trinh Minh Binh also emphasized the issue of protecting children in the online environment. He pointed out the reality that children today grow up in a digital environment but do not have enough skills and awareness to protect themselves, while cyberspace has many risks such as fraud, bullying, seduction, harmful content and privacy violations.
Delegates proposed clearly defining the age of children in cyberspace, in line with the Law on Children; requiring social networking platforms and online games to verify users' ages and provide control tools for parents; and including digital safety skills in the official education program.
At the same time, strengthen communication work, mobilize families, schools, and society to participate in protecting children. Delegates also recommended that platform businesses need to deploy artificial intelligence to screen content, warn of messages and unusual behavior related to children, and establish a mechanism to quickly remove abusive content at the request of authorities.
“Protecting children in cyberspace is not to restrict freedom, but to ensure their right to safe and healthy development,” delegate Trinh Minh Binh emphasized.
According to delegate Trinh Minh Binh, cyberspace has become an inseparable part of economic and social life. Therefore, building a complete, synchronous and practical legal corridor is an important task to ensure national security, data security, people's privacy and the healthy development of the young generation.

Regarding the cyber security force, delegates agreed to stipulate three groups of forces participating in ensuring cyber security from central to local levels. At the same time, they recommended that the Government clearly stipulate the standards, quantity and coordination mechanism between the forces to avoid inconsistency in the actual implementation process.
Delegates also expressed their high agreement with the Law amending and supplementing a number of articles of 10 laws related to security and order. In particular, the draft has ensured that the provisions of these laws are consistent with the results of the reorganization of the state apparatus and two-level local government; meet urgent practical requirements; are consistent with the policy of breakthroughs in science and technology development, innovation, national digital transformation, promoting decentralization, reducing administrative procedures and are consistent with the legal system.
