The draft law amending and supplementing a number of articles of 10 laws related to security and order is one of the contents discussed by National Assembly deputies in groups during the working session on the afternoon of October 31.
In his speech, National Assembly delegate Nguyen Van Canh ( Gia Lai ) continued to contribute many ideas related to the Law on Road Traffic Safety and Order. These are also the issues that Mr. Canh has pursued and proposed many times in discussion sessions at the National Assembly, after studying many solutions as well as experiences from other countries.

Regarding parking in front of houses, the delegate pointed out that in the long run, disputes often occur. There have even been many cases where vehicles have been soiled or damaged, and drivers and homeowners have had conflicts and collisions.
In principle, Mr. Canh said that people have the right to request space in front of their houses for convenient travel, and drivers also have the right to park in places that are not prohibited. Therefore, these two rights need to be clarified in the law.
Gia Lai province delegates proposed to add a prohibition to clause 21, article 9: prohibiting "damaging vehicles that are stopped or parked in the right place". In addition, it is necessary to add a content to point k, clause 4, article 18: not "obstructing people's vehicles from entering or leaving their residence".
“State agencies need to organize parking so that these two rights do not conflict, and harmoniously handle the interests of citizens and vehicle owners,” according to Mr. Canh.
Delegates pointed out the reality of cars parking in line in front of people's houses, causing difficulties for people in traveling and doing business.
Therefore, he also made specific recommendations about parking in front of houses on roads where parking is not prohibited.

Specifically, in areas with narrow sidewalks, cars should be parked between two houses, leaving a clear path to the sidewalk between the cars. In cases where there is not enough space, cars should be parked between two adjacent houses.
For areas with wide sidewalks with enough space for motorbikes and pedestrian walkways, cars can be parked continuously, with the sidewalk entrances and exits being a maximum of 20m apart.
Faced with the reality that vehicles park in front of people's houses all day, Mr. Canh suggested organizing parking in front of people's houses with time limits. For example, parking for breakfast purposes will be allowed for about 30 minutes. After about 2 hours, a fee will be charged.
According to Mr. Canh, localities need to plan public parking areas with shuttle buses to create traffic space, convenient for both drivers and people.
Giving further comments on the issue of highway signs, delegate Nguyen Van Canh said that these signs are not clear, causing difficulties for drivers when they want to enter the highway. In many cases, drivers go in the wrong direction and have to go about 40km to turn back.
He proposed that highway entry signs should have directional information and familiar local names, helping drivers choose the correct highway to enter.
