Arrange 100% of People's Committee Chairmen and Chief Justices to be non-locals before December 15

(Dan Tri) - The Politburo and Secretariat require that before December 15, 100% of the positions of Chairman of the People's Committee, Chairman of the Inspection Committee, and Chief Justice of the Provincial People's Court must not be local people.

On October 31, Standing member of the Secretariat Tran Cam Tu signed and issued the Conclusion of the Politburo and the Secretariat on the situation and results of the congresses of Party organizations directly under the Central Committee for the 2025-2030 term and a number of tasks in the coming time (Conclusion No. 201-KL/TW)

Accordingly, the Politburo and the Secretariat basically agreed with the report summarizing the work of the Party Congresses of the Central Party Committee for the 2025-2030 term presented by the Central Organizing Committee.

The Politburo and the Secretariat commended the Party committees and organizations directly under the Central Committee, and the Party's committees (especially the Central Organizing Committee, the Central Inspection Committee , the Central Party Office...) for their efforts and overcoming difficulties to advise and successfully organize the congress.

In addition, the Politburo and the Secretariat requested Party committees and organizations directly under the Central Committee to immediately deploy post-congress work and prepare well for the 14th National Party Congress, focusing on urgently completing and promulgating working regulations, full-term working programs, and action programs to implement the congress resolutions;

Complete and assign members of the executive committee, standing committee, deputy secretary, secretary and complete leadership positions of the people's council, people's committee, departments and branches according to the personnel plan, ensuring democracy, objectivity, following procedures, creating consensus and promoting the spirit of solidarity, innovation, creativity, promoting emulation movements, creating new momentum and new confidence in organizing actions;

At the same time, Party committees and Party organizations directly under the Central Committee thoroughly grasp and deploy to the grassroots level, immediately put the congress resolution into life, and immediately focus on achieving and exceeding the set tasks for 2025; synchronously perfecting institutions related to functions, tasks, powers, and organizational apparatus of agencies, units, and organizations in the political system for rapid and sustainable development of the country.

The Politburo and the Secretariat requested Party committees and organizations directly under the Central Committee to promote decentralization and delegation of power in conjunction with administrative procedure reform to ensure efficiency and suitability with two-level local governments; strictly implement new regulations on personnel work, especially the work of evaluating cadres to ensure democracy, publicity, impartiality, and objectivity in a consistent, continuous, multi-dimensional manner, with criteria linked to the effectiveness and results of task performance, through specific products.

Party committees and organizations directly under the Central Committee continue to implement the policy of arranging 100% of the positions of Chairman of the People's Committee, Chairman of the Inspection Committee, Chief Justice of the Provincial People's Court to not be local people, to be completed before December 15; strengthen propaganda work, orient public opinion; protect internal politics, protect state secrets,...

Focus on preparing well for the organization of the 14th National Party Congress. The Standing Committees of the Subcommittees study and absorb comments from Party Congresses at all levels; comments from National Assembly deputies and people from all walks of life, intellectuals, scientists, etc. to complete the draft Document to be submitted to the 15th Central Conference, as requested by the Politburo and the Secretariat.

The Politburo and the Secretariat also requested Party committees and organizations directly under the Central Committee to well organize the summary of work in 2025 and deploy tasks in 2026; and promptly prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
