Many dedicated and responsible contributions
Talking to reporters of the Vietnam News Agency about the organization of collecting opinions from cadres, party members and people on draft documents to be submitted to the 14th National Party Congress, Mr. Doan Hong Duy, Standing Deputy Secretary of the Party Committee and Chairman of the People's Council of Kien Hai Special Zone, said that cadres, party members and people of the special zone highly appreciated the quality of the draft documents to be submitted to the 14th National Party Congress.
The draft documents submitted to the Congress were carefully prepared, scientifically , comprehensively, closely and with strategic vision, deeply summarizing the country's development practices, clearly reflecting the spirit of innovative thinking, mettle, intelligence and aspiration of Vietnam to become a developed, high-income country with a socialist orientation by 2045.
Mr. Doan Hong Duy also said that immediately after receiving instructions from the Central and An Giang Provincial Party Committees on organizing the collection of opinions on the draft documents to be submitted to the 14th National Congress of the Party, the Kien Hai Special Zone Party Committee developed a specific plan, clearly assigning responsibilities to each unit and each Party Committee, ensuring that the collection of opinions was carried out seriously, methodically, in accordance with procedures and instructions. Thereby, the Special Zone Party Committee recorded more than 60 comments on over 30 specific, dedicated, frank and responsible contents.
Officials, party members and people of the special zone hope that the Party and State will pay more attention and have specific mechanisms and policies for administrative units of special zones, marine and island economies to effectively promote existing potential; prioritize investment in digital infrastructure and telecommunications infrastructure for island areas, especially extending the national power grid to the islands to create a breakthrough in development; extending Internet transmission lines by fiber optic cable, creating conditions for building digital government, digital economy, smart tourism, areas that are consistent with the development orientation of Kien Hai special zone.
There are suggestions that the Central Government should soon have a policy to train and foster a team of young cadres, especially cadres with in-depth expertise in science and technology, to meet the requirements of modern governance in island areas; it is suggested that the draft document submitted to the 14th National Congress of the Party emphasize more the role of the national defense posture and people's security at sea; and focus more on measures to enhance national strength in the country's defense, especially in strategic and important areas.

Kien Hai Special Zone requests the Central Government to have clearer orientation on building economic - service - sea and island tourism centers, in which Kien Hai - Phu Quoc - Tho Chau is the driving force of the sea economy in the Southwest of the Fatherland; pay attention to investing in building synchronous infrastructure on densely populated islands; have special policies to support fishermen to stay at sea for a long time, develop the sea economy, contribute to affirming sovereignty over seas and islands from people's livelihood and production activities.
Regarding the implementation of the two-level local government model, the leader of Kien Hai special zone said: Because the special zone has a divided geographical location, including 23 independent islands, and means of transportation depend heavily on weather conditions, in order to facilitate management and help people easily access administrative procedures, Kien Hai special zone proposed that the Central Government consider implementing the Sub-region model in four communes of the old Kien Hai district (including: Hon Tre, An Son, Lai Son and Nam Du) to serve the people better and better.
Focus on improving the quality of young human resources
Representing the youth of Kien Hai special zone in giving comments on the draft document to be submitted to the 14th National Congress of the Party, Ms. Nguyen Thi Truc Phuong, Vice President of the Vietnam Fatherland Front Committee, Secretary of the Youth Union of the special zone, expressed her excitement that in the past term, Party committees at all levels have paid close attention to the activities of the Youth Union and young people nationwide, achieving many good results. Along with that, the draft document also sets out in-depth goals and tasks, creating a premise to improve the quality and effectiveness of the activities and work of the Youth Union in the coming time.
The Central Committee pays more attention to the work of educating ethics, personality, creative capacity and core values, especially educating patriotism, national pride, national tradition and history, and social responsibility for all classes of people, especially the young generation. The Central Committee pays attention to discovering, training, fostering and making use of talents, attaches importance to building a team of scientific and technical cadres, female cadres, young cadres... strengthening cadres for difficult areas and key fields; pays attention to developing party members among intellectuals, armed forces, students; studies and issues a Directive on "Strengthening and improving the quality of party member development work from youth union members".
Ms. Nguyen Thi Truc Phuong also proposed implementing the National Strategy on attracting and utilizing talents, especially in key industries and fields to serve rapid and sustainable development; researching mechanisms to create connections between the public and private sectors; discovering, selecting, and training young cadres, female cadres, ethnic minority cadres, and scientific and technical cadres; implementing mechanisms to encourage and protect innovative, creative cadres who dare to think and dare to act for the common good.

Contributing her opinions to the draft documents submitted to the 14th Party Congress, Secretary of the Kien Hai Special Zone Youth Union Nguyen Thi Truc Phuong proposed that the Party Central Committee soon issue mechanisms and policies to create conditions for young people to participate in management activities and serve the community at the grassroots level, thereby forming a young human resource with local knowledge and administrative capacity ready to supplement the grassroots apparatus after reorganization and streamlining.
In addition, the document also needs to emphasize and specify more specifically the improvement of political theory for young cadres, especially at the grassroots level in communes, wards, and special zones; digital skills training programs, digital transformation, and artificial intelligence for young workers, especially talented young people in various fields, while having a mechanism to promote, honor, and encourage their contributions.
