Disseminate the results of the 13th Central Conference of the 13th tenure to the entire political system

The Central Propaganda and Mass Mobilization Commission has just issued Instruction No. 31-HD/BTGDVTW on disseminating the results of the 13th Conference of the 13th Party Central Committee.

According to the content of Instruction No. 31, the 14th National Party Congress is expected to take place over a period of 7 days, from January 19, 2026 to January 25, 2026. The Congress will discuss and approve documents, including 4 reports: Political Report; Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Summary Report on 15 years of implementing the Party Charter; Review Report on the leadership and direction of the 13th Party Central Committee. The Congress will discuss and approve the Report on personnel work of the 14th Party Central Committee; and carry out the election process of the 14th Party Central Committee according to the Election Regulations at the 14th National Party Congress.

Regarding the Working Regulations and Election Regulations at the 14th National Congress, the Party Central Committee determined that the promulgation and good implementation of the Working Regulations and Election Regulations at the 14th National Congress of the Party is a very important task, contributing to ensuring the success of the Congress.

The Central Committee has reviewed, discussed, and commented on the draft Working Regulations and the draft Election Regulations at this Congress, ensuring proper implementation of the Party Charter, principles, regulations, and rules of the Party Central Committee; both inheriting and innovating in accordance with the innovation of the Party's leadership and governing methods and practices; proactively preventing and resolutely combating, detecting, stopping, and strictly handling negative and wrongdoings that may occur.

The working regulations of the 14th Congress consist of 6 chapters and 16 articles; inheriting the content stipulated in 16 articles of the working regulations of the 13th Congress. At the same time, some contents are supplemented, amended, and re-edited to suit the reality. The election regulations at the 14th Congress consist of 5 chapters and 24 articles (like the election regulations at the 13th Congress), in which, inheriting the entire content of 18 articles, supplementing and amending some contents in 6 articles of the election regulations at the 13th Congress. The Party Central Committee assigned the Politburo, based on the results of the Central Committee's discussions, to continue to study, absorb, and complete the drafts to submit to the 14th Congress for consideration and decision.

The Party Central Committee assessed that the Draft Documents of the 14th National Congress had been carefully and meticulously prepared, updated, revised and supplemented many times, especially the contents that were unanimously approved at the 11th Central Conference and the 12th Central Conference. The structure and content of the Draft Documents submitted to the 14th National Congress of the Party had many innovations, demonstrating the spirit of looking straight at the truth, objectively assessing the situation, on that basis proposing a system of guiding viewpoints, national development goals, orientations, key tasks and breakthrough solutions for rapid and sustainable development of the country, demonstrating the strong aspiration of the whole nation in the new era of development.

Regarding the personnel work of the Congress, according to Instruction No. 31, based on the results of personnel introductions by Party committees and organizations at all levels and the opinions of appraisal, examination, review, and additional conclusions of competent agencies, the Politburo discussed, comprehensively evaluated, agreed on the list, and proceeded to vote on personnel introductions according to regulations.

The Politburo also conducted a vote to introduce personnel for the 14th Central Inspection Committee (re-election and first participation). The Politburo reported to the Central Committee for comments on the report on the results and plan to introduce personnel to participate in the 14th Central Executive Committee, participate in the 14th Central Inspection Committee and conducted a vote to introduce personnel for the 14th Central Executive Committee and the 14th Central Inspection Committee according to regulations. This is a "particularly important" and "key of the key" task, which is the decisive factor for the success of the 14th National Party Congress and the development of the country in the coming period.

Personnel preparation work must be based on the standards, conditions, structure, and quantity according to the direction of personnel work for the 14th Congress and related regulations; ensuring the regular and direct leadership of the Party Central Committee, the Politburo, the Secretariat, the Personnel Subcommittee, and the General Secretary, Head of the Personnel Subcommittee of the 14th Party Congress. At the same time, it must be closely linked with the plan for assigning, arranging, and introducing personnel to take on leadership positions in the Central Party and State agencies for the 2026-2031 term, the Vietnam Fatherland Front, socio-political organizations, and localities for the coming term.

Instruction No. 31-HD/BTGDVTW also clearly states that the organization thoroughly disseminates to Party committees, Party organizations, agencies, units and cadres and Party members in the entire political system the contents of the 13th Conference of the 13th Party Central Committee. Focus on four contents that the Central Committee highly agrees on, especially the preparation for the organization of the 14th Party Congress. Propaganda in the press, electronic information portals/pages of departments, ministries, localities, agencies, organizations and on digital platforms, the internet, social networks (Facebook, Zalo, Youtube...); through internal bulletins, documents, publications with rich, easy-to-understand content, aimed at many audiences...
