On the afternoon of October 24, at the Government Headquarters, Prime Minister Pham Minh Chinh received General Secretary and President of Laos Thongloun Sisoulith on the occasion of attending the signing ceremony of the United Nations Convention against Cybercrime ( Hanoi Convention) in Hanoi.

In a friendly atmosphere, Prime Minister Pham Minh Chinh expressed his pleasure to welcome Lao General Secretary and President Thongloun Sisoulith, a close friend of the Party, State and people of Vietnam, to attend the signing ceremony of the United Nations Convention against Cybercrime in Hanoi.

Sharing about this important foreign affairs event, the Prime Minister said that the signing ceremony of the Hanoi Convention is an important international event and Vietnam is honored to host it. The Convention will create a new corridor and legal framework, helping member countries around the world join hands to fight cybercrime, contributing to ensuring security and safety in global cyberspace.

Emphasizing that the General Secretary and President of Laos, together with the Lao high-ranking delegation, directly attended the Hanoi Convention signing ceremony, contributed significantly to the overall success of the event.

The Prime Minister deeply sympathized with the heavy losses caused by natural disasters and floods, which are affecting the lives and livelihoods of Lao people, and believed that, with timely direction from the Party and effective measures from the Government, the affected areas will soon overcome the consequences of natural disasters and stabilize their lives.

The Prime Minister highly appreciated the important results that Laos has achieved in implementing the Resolution of the 11th National Congress of the Lao People's Revolutionary Party, the 9th Five-Year Socio-Economic Development Plan, as well as the National Program on Overcoming Economic-Financial Difficulties and Drug Prevention and Control; the organization of Party Congresses at all levels, towards good preparation for the 12th National Congress of the Party in early 2026.

Discussing bilateral cooperation, Prime Minister Pham Minh Chinh expressed his pleasure at the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos that has continued to develop well in recent times. Senior leaders of the two countries regularly meet and exchange views at bilateral meetings as well as at regional and international forums, together discussing many in-depth, comprehensive and substantive contents on core issues to deepen the close relationship between the two parties and two countries.

In 2025, many key projects are being implemented as planned, meeting the set requirements. Especially in terms of economy and trade, bilateral trade turnover in the first 9 months of 2025 reached 2.4 billion USD, up 57.1% over the same period in 2024. Of which, exports reached 884.5 million USD (up 79.9%), imports reached 1.5 billion USD (up 46%).

Prime Minister Pham Minh Chinh affirmed that Vietnam consistently gives top priority to the "unique" special relationship with Laos, and strongly and comprehensively supports Laos's efforts to protect, build, innovate and develop.

General Secretary and President Thongloun Sisoulith expressed his joy at attending the signing ceremony of the United Nations Convention against Cybercrime; assessing this as a historic event, marking the first time the international community has achieved a global legal framework to deal with criminal acts using information technology and cyberspace. In particular, he congratulated Vietnam on hosting this important event, called the "Hanoi Convention" associated with a global multilateral treaty in a field of special interest to the international community, which will contribute to promoting the image of the country and people of Vietnam and significantly contribute to enhancing the role and position of Vietnam in the international and regional arena.

The Lao Party General Secretary and President agreed with Prime Minister Pham Minh Chinh's assessments and sharing of the good results achieved in bilateral cooperation in recent times, with many bright spots, including many important projects that have been completed and will be completed in 2025 according to the Plan; sincerely thanked Vietnam for its wholehearted, righteous assistance and selfless support for Laos in recent years.

On this occasion, the Lao Party General Secretary and President expressed his deep condolences over the recent losses caused by storms and floods in the northern provinces of Vietnam; affirming that the Lao Party, State and people always stand shoulder to shoulder with the Vietnamese Party, State and people in all circumstances.

The two leaders agreed that the two sides should strengthen and closely coordinate to effectively and timely implement key projects between the two countries, and well organize important foreign affairs activities and practically celebrate important anniversaries of the two parties and two countries in the coming time.
