The education sector needs to look directly at its shortcomings and weaknesses to make better adjustments.

On the afternoon of October 24, the Party Committee of the Ministry of Education and Training held a conference to study and implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development.

The conference was organized in a combination of in-person and online formats to connecting points at units under and affiliated to the Ministry; Vietnam Education Trade Union; Departments of Education and Training; universities, academies, colleges, and intermediate schools nationwide.

Through the conference, delegates grasped and understood the viewpoints, goals, tasks and main solutions of Resolution No. 71-NQ/TW, as well as the specific contents and solutions to implement the Action Plan of the Ministry of Education and Training to implement Resolution No. 71-NQ/TW.

Speaking at the conference, Minister of Education and Training Nguyen Kim Son shared that the process of building Resolution No. 71-NQ/TW demonstrates the vision of the Politburo and the Secretariat in developing education and training associated with national development. The Minister reiterated the very important issues that General Secretary To Lam raised, associated with the three words "human": "human" - developing people in the new era; "human resources" - preparing human resources for the new era; "talent" - when competition between countries in the world is increasingly fierce, the decisive factor must be talent.

Talking about the difference between Resolution No. 71-NQ/TW and Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration", the Minister said that the most important spirit of Resolution No. 29-NQ/TW is to shift from an education system that focuses on equipping knowledge to an education system that comprehensively develops learners' capacity and qualities. Resolution No. 29-NQ/TW also focuses on all aspects of education and training, both industry issues and the country's need to focus on developing education and training; however, the core focus lies on professional issues, governance, and internal issues in the field of education and training.

According to the Minister, up to now, Resolution No. 29-NQ/TW still carries all the strategic orientation values; however, it is necessary to strengthen action, practicality, and feasibility. With Resolution No. 71-NQ/TW, the core guiding viewpoint in building the Resolution is: action, practicality, and feasibility; in the guiding ideology for education and training, the 3 "keywords" are: modernity, quality, and fairness; in the implementation viewpoint, there are 3 "keywords": drastic, quick, and effective.

Regarding the implementation of Resolution No. 71-NQ/TW, Minister Nguyen Kim Son said that a new revolution in education will begin, in which the content of the Resolution: "Education and training is the top national policy, deciding the future of the nation" demonstrates the vision, guiding viewpoint, trust, and unprecedented positioning for education and training. Therefore, each teacher and educational manager needs to have an attitude, awareness, and action commensurate with this transmission, so as not to disappoint the trust and trust of the Party and the people.

The Minister noted that the priority that needs to be done immediately and regularly is that thinking and awareness need to be renewed in a complete and profound way; looking straight at the truth, at what is still inadequate, weak, and the "disease" that still persists in order to make better adjustments.

The Minister also emphasized the awareness and full implementation of the guiding ideology in Resolution No. 71-NQ/TW on the comprehensive and thorough leadership role of party organizations, especially party organizations in educational institutions, especially universities and vocational education institutions.

Resolution No. 71-NQ/TW requires educational institutions, especially higher education and vocational education, to develop more rapidly, more strongly, and with a higher orientation; public schools to carry out public missions, specifically at this time, focusing on training human resources that the country is in high demand for; in addition, there is awareness and thinking about the role, leadership, and guidance of the state in the entire education system; to mobilize social resources to the maximum, but the state plays the leading role.

Referring to the institutionalization of important contents in the Resolution, the Minister said that if everything goes according to plan, from January 1, 2026, all four laws in the field of education and training will take effect (Law on Teachers, Law on amending and supplementing a number of articles of the Law on Education, Law on amended Higher Education, Law on amended Vocational Education), along with a series of new decrees and circulars being issued.

With the institutional foundation for operating this new education system, the Minister requested teachers and education managers at all levels to seriously study the laws so that there are no errors, delays, omissions, or mistakes during the implementation process; this is an important and urgent task that needs to be implemented vigorously.

Regarding the arrangement of educational institutions in the national education system to strengthen them; to invest more focused, key and effectively, the Minister noted that the implementation needs to be based on the Ministry's instructions, based on reality, not mechanically. For example, in the case of the new vocational high school model, this model does not replace the regular education and vocational education model; regular education and vocational education institutions should not be immediately transferred to vocational high schools.

For public universities and vocational training institutions, the Ministry of Education and Training is developing a plan to implement the Party Secretary concurrently being the head of the educational institution, ensuring that when the new Laws come into effect, the new apparatus is operated immediately, smoothly, without any gaps.

When the new Law comes into effect, the activities of the School Council will end; the Chairmen and Vice Chairmen of the School Council will also end their roles. The Principals or Directors, who are elected for the term of the School Council, will in principle also complete their duties. However, to ensure the transition period, the Principals and Directors will continue to manage the school's activities until a new decision is made...

At the conference, Deputy Minister of Education and Training Pham Ngoc Thuong thoroughly grasped the important contents of Resolution No. 71-NQ/TW, from the viewpoint of direction, goals, tasks, solutions...

Representatives of the Departments of Education and Training and higher education institutions also shared the contents they have implemented to proactively implement Resolution No. 71-NQ/TW, and affirmed their determination to effectively put the Resolution into practice.
