The workshop was organized by the Southeast Asian Ministers of Education Organization Regional Center for Lifelong Learning in Vietnam (SEAMEO CELLL) - under the Ministry of Education and Training - in coordination with the Southern Center for Education and Training Development, Office of the Ministry of Education and Training.

The program is based on personality assessment and career interest questionnaire to advise and help middle school students identify their abilities, strengths and choose the right direction of study when going to high school or vocational education .

Speaking at the workshop, Dr. Sai Cong Hong - Chairman and Director of the Institute of Testing and Educational Quality Assessment, Association of Vietnamese Universities and Colleges - said that domestic studies show that about 25-30% of students drop out or change majors after the first two years due to lack of information and career counseling. At the secondary school level, about 25% of students choose vocational training not because of limited capacity, but because of lack of appropriate orientation.

"Although the Government has had many policies to promote career guidance from secondary school level, implementation is still difficult due to teachers' lack of tools and information. Therefore, providing students with the right career guidance plays an extremely important role," he emphasized.

Dr. Le Thi My Ha - Director of SEAMEO CELLL - said that artificial intelligence (AI) is rapidly changing education.

Therefore, the assessment program is carried out on a computer platform, using modern assessment technology, initially applying artificial intelligence (AI) in the process of designing, analyzing data and building reports.

The question bank system is developed according to scientific procedures, ensuring high reliability and measurement value, serving for large-scale assessment at many levels of education.

In elementary school, students take assessments in three areas: mathematics, reading, and English. In middle school, students take six areas: mathematics, reading, English, science, social science, and global citizenship. In high school, students choose one of two assessments: a natural science orientation or a social science orientation.

In addition, students at secondary and high school levels need to take an additional test answering the Holland Questionnaire. The Holland Questionnaire is adapted to students in Vietnam and the Southeast Asian region.

In particular, the program applies artificial intelligence and big data technology in analyzing results, forming a flexible, intelligent and annually updated assessment platform for each student.

The data set will be built from the results of the Competency Assessment and the Personality and Career Interest Self-Assessment Questionnaire. Based on that, the program will provide career counseling to students based on their abilities, strengths and personal interests.

For secondary school students, the results help them choose the appropriate learning stream when transferring to high school; from there, choose elective subjects suitable to their abilities, as a foundation for choosing a major at university or pursuing vocational education.

For high school students, the results help them self-assess their current abilities and strengths to determine suitable study groups, career development orientation and lifelong learning.

The CELLLO program is expected to be held annually, starting from the 2025-2026 school year, for students from grades 4 to 12 with main activities including:

Round 1: Capacity assessment and career counseling (conducted online from October 20 to December 15, 2025).

Round 2: Interview and awarding of CELLLO awards to outstanding students (December 2025 to January 2026).

Students should visit the CELLO.org website and view the CELLLO Program participation guide.
