Hanoi proposes to subsidize tuition fees for private school students

Hanoi has proposed that from the 2025-2026 school year, it will subsidize tuition fees of VND217,000/month, equivalent to nearly VND2 million/year, for private high school students in the area.

The Hanoi People's Committee has just collected public opinions on the Draft Resolution of the City People's Council on regulating tuition fees and tuition exemption compensation levels for public preschools and general education institutions; tuition support levels for children and students studying at private preschools and general education institutions in the area from the 2025-2026 school year.

Hanoi is drafting regulations on tuition fees and tuition fee exemption compensation at private educational institutions in the area from the 2025-2026 school year.

The draft content shows that from the 2025-2026 school year, the expected tuition fee applied to students from kindergarten to junior high school is 155,000 VND/month. The high school tuition fee is 217,000 VND/month. If studying online, the fee is 75% of the above fee. This tuition fee does not apply to high-quality school models.

Due to the State's tuition exemption policy, Hanoi has proposed to subsidize tuition fees for private and public school students from kindergarten to junior high school at 155,000 VND/month. Private high school students will receive support of 217,000 VND/month.

Thus, with a total maximum study time of no more than 9 months/year, each private school student will be supported with about 1.3 - 1.9 million VND/school year.

Hanoi has nearly 3,000 schools, of which private schools account for about 20-21%, with more than 330,000 students.

At the high school level, tuition fees for private schools that are not considered high-quality schools range from 2.5 to 5 million VND/month. This fee does not include meals, transportation, etc.

Previously, the Government issued Decree No. 238, regulating policies on tuition fees, exemption, reduction, tuition support, support for learning costs and service prices in the field of education and training, stipulating tuition fee frameworks from the 2025-2026 school year.

Accordingly, each level of education has a floor and ceiling. The lowest tuition fee for preschool and primary school is 50,000 VND/month and the highest is 540,000 VND/month. The ceiling fee for secondary and high school is 650,000 VND/month, the floor fee is 50,000 VND and 100,000 VND respectively.

The above tuition framework is the basis for determining the level of tuition support for private preschool children and students of private schools. At the same time, this is also the basis for the State to determine the level of budget subsidies for public schools.

This tuition framework applies for the 2025-2026 school year. The tuition ceiling will be adjusted accordingly over the next 10 years. Regarding payment, the State will provide money directly to private school students.

The provincial People's Committee will submit to the People's Council of the same level to issue tuition support levels for preschool children and primary school students at private and non-public schools in the area, ensuring that the support level does not exceed the school's revenue.
