How will students in Ho Chi Minh City take their semester exams after the merger?

The 2025-2026 school year will be the first year after the merger of the former Departments of Education and Training of Binh Duong and Ba Ria-Vung Tau into the Department of Education and Training of Ho Chi Minh City.

According to statistics from the Ho Chi Minh City Department of Education and Training, Ho Chi Minh City currently has 458 junior high schools and 174 high schools with a total of approximately 968,000 students. Junior high and high schools will conduct their mid-term assessments for the first semester periodically after the eighth week of the first semester, which is around the beginning of November, and complete the end-of-semester exams before January 3, 2026.

The Ho Chi Minh City Department of Education and Training provides guidance on assessing students through tests (on paper or computer), practical exercises, and learning projects.

The time allotted for exams (on paper or computer) for subjects (excluding specialized study groups) with 70 lessons/year or less is 45 minutes; for subjects (excluding specialized study groups) with more than 70 lessons/year, it ranges from 60 minutes to 90 minutes; and for specialized subjects, the maximum time is 120 minutes.

For graded tests (on paper or computer), the test questions are constructed based on a test matrix and specification, meeting the learning objectives of the subject as stipulated in the 2018 General Education Program.

For tests (on paper or computer) assessed through comments, practical exercises, and learning projects, guidelines and assessment criteria in accordance with the learning objectives of the subject as stipulated in the 2018 General Education Program must be provided before implementation.

At the same time, according to the Ho Chi Minh City Department of Education and Training, the format and structure of the test, following the new approach (essay, multiple-choice, combined multiple-choice and essay, proportion of different question levels, etc.), will be decided by the principal after consultation with the subject department, ensuring that students are assessed and classified.

In his professional guidance to junior and senior high schools, Mr. Nguyen Bao Quoc, Deputy Director of the Ho Chi Minh City Department of Education and Training, emphasized that schools must develop assessment plans that are consistent with the teaching plan. Assessments should not exceed the required learning outcomes or the required level of achievement of the general education program; nor should they assess content that has been simplified according to the Ministry of Education and Training's guidelines.

The Deputy Director of the Department of Education and Training requested that schools effectively implement various forms and methods of assessment, including regular and periodic assessments. The development of question banks and test question banks was encouraged.

For subjects and educational activities assessed through feedback, periodic assessments through practical exercises and learning projects are encouraged, tailored to the specific characteristics of each subject and educational activity. Innovations in assessment methods and formats for all subjects must ensure honesty, objectivity, fairness, and accurate evaluation of students' learning and development outcomes.
