The proposal was put forward by Mr. Vu Hai Quan at the 26th session, 4th term, of the Ho Chi Minh City National University Council, held on December 13th. This was also the final session of the Ho Chi Minh City National University Council.

According to Associate Professor Vu Hai Quan, every organization has certain strengths and limitations, and the model of the National University of Ho Chi Minh City Council is no exception. The Council has played a very important advisory role to the Board of Directors, especially in consulting and critiquing policies.
When this model ceased to function, Mr. Vu Hai Quan suggested that the Vietnam National University Ho Chi Minh City should consider establishing an advisory council to continue promoting its role.
At the meeting, the Vietnam National University Ho Chi Minh City also reviewed and approved the content of the National University Development Program, which aims to place it among the leading higher education institutions in Asia.
Accordingly, by 2030, this institution aims to be among the top 100 universities in Asia; its vision for 2045 is to become a leading research university in Asia, with at least four disciplines ranked in the top 50 worldwide .
The development strategy emphasizes the goal of tripling the number of international Scopus publications, while also bringing the proportion of postgraduate students to at least 30%.
Implementing groundbreaking policies to nurture young research talent, the Vietnam National University Ho Chi Minh City commits to waiving tuition fees and providing scholarships to 100% of doctoral students through a mechanism of paying salaries to teaching assistants and research assistants.
According to Resolution 71 of the Politburo on breakthroughs in education and training development, school councils will not be organized in public higher education institutions, and the Party Secretary will also serve as the head of the educational institution.

According to information from the Ministry of Education and Training, in the 2024-2025 academic year, 173 public higher education institutions (excluding those under the military and police) established school councils. All 41 higher education institutions directly under the Ministry of Education and Training have completed the establishment of their school councils.
The Ministry of Education and Training assesses that the school council model in many public educational institutions has not yet fulfilled its true role. The activities of the school council in many public educational institutions are still largely formal, overlapping with the leadership roles of the Party Committee and the Board of Directors, causing a waste of resources and time.
The Ministry of Education and Training also requested that schools temporarily suspend the planning process for the chairman and vice-chairman of the school board from September 12th.
Additionally, the planning and consideration of new appointments for the positions of director, deputy director, principal, and vice-principal are temporarily suspended until further notice (this does not apply to reappointments upon the expiration of a term).
If the chairman of the school board reaches the retirement age for management, the vice-chairman (if any) will manage the school board, or the school board will elect a manager if there is no vice-chairman.
