Assessing the causes and solutions to overcome landslides and flooding in Ha Giang 1 and Ha Giang 2 wards

On the morning of October 26, a working group of the Vietnam Institute of Water Resources, led by Prof. Dr. Tran Dinh Hoa, Director, conducted a field survey of landslide sites in Ha Giang 1 ward and Vi Xuyen commune. At the same time, they had a working session with the Provincial People's Committee to assess the causes and solutions to handle and overcome the flooding situation in Ha Giang 1 and Ha Giang 2 wards.

Accompanying and working with the delegation were comrades: Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Gia Long, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of departments and branches; leaders of Ha Giang 1 ward and Vi Xuyen commune.

Due to the impact of natural disasters and floods, Ha Giang 1 and Ha Giang 2 wards have recently recorded historic flooding. Of which, 90% of the roads in the center of the 2 wards were flooded, many places were flooded from 4 to 5 meters deep. Natural disasters caused hundreds of billions of VND in damage and many architectural works of the state and people. On National Highway 2, in Ha Giang 1 ward, the negative slope collapsed, causing many locations on National Highway 2 to be deeply eroded.

After conducting a field survey along the Lo River, at the working session, leaders of departments, branches and representatives of the Vietnam Institute of Water Resources identified heavy rainfall, encroachment of the river corridor, which narrowed the flood drainage capacity, and loose operating procedures of hydropower plants... as the main causes of the recent floods.

On that basis, many delegates suggested that the province should expand the flood discharge area in the downstream area of ​​Ha Giang 1 and Ha Giang 2 wards. Strictly calculate the amount of water discharged by hydroelectric plants on Mien and Lo rivers. Organize inspection and review of houses that have encroached on the river corridor, thereby resolutely handling encroachment acts. Carry out controlled dredging of the narrowed riverbed area along with adjusting the downstream flow axis.

Vice Chairman of the Provincial People's Committee Hoang Gia Long expressed his opinion at the meeting.

Speaking at the meeting, Prof. Dr. Tran Dinh Hoa emphasized: It is necessary to focus on handling two major problems: flooding in Ha Giang 1 and Ha Giang 2 wards and landslides on National Highway 2. Regarding flooding, the province needs to have a comprehensive solution to completely handle some points that cause congestion of the river such as the static parking area; Dong Tung station area and the concrete mixing station at km7.

Regarding the landslide incident on National Highway 2, the province needs to have a comprehensive solution to protect the works, property and lives of the people. The construction of works on both sides of the river needs to be carefully assessed for environmental impacts. In the coming time, the Vietnam Institute of Water Resources will continue to accompany and support Tuyen Quang province to carefully assess the causes and propose specific solutions towards sustainable development.

Based on the survey results and proposed solutions of the Vietnam Institute of Water Resources, Chairman of the Provincial People's Committee Phan Huy Ngoc requested the provincial departments and branches to accept all the recommendations of the Vietnam Institute of Water Resources. The Provincial People's Committee will soon add and build hydrological measuring stations on the rivers to have accurate forecast data.

In addition, the People's Committee of Ha Giang 1 Ward and Vi Xuyen Commune needs to strictly handle organizations and individuals who have encroached and expanded, narrowing the river's flow. In addition to the objective factor of prolonged heavy rain, Chairman of the Provincial People's Committee Phan Huy Ngoc affirmed that the human impact on the river is very large, causing flooding. Tuyen Quang Province hopes that the Vietnam Institute of Water Resources will continue to support and propose to the province fundamental solutions to overcome the above situation.

Regarding some solutions in the coming time, Chairman of the Provincial People's Committee Phan Huy Ngoc requested the sectors to advise the Provincial People's Committee to dredge and clear some silted riverbeds. Closely monitor the operation of hydroelectric plants, along with building a process for operating hydroelectric reservoirs suitable to actual conditions.

Assign the Department of Industry and Trade and the Department of Finance to study and propose to temporarily suspend investment approval and adjust investment in hydropower projects. Request the Vietnam Institute of Water Resources to support Tuyen Quang province in correctly assessing the causes and then propose solutions. Specialized sectors need to review and re-count the entire current status of points considered to create bottlenecks in the flow of the Lo River in order to propose timely solutions.
