Provincial Social Insurance determined to complete the 2025 target

To complete key targets on developing social insurance and health insurance participants in 2025, Dak Lak Provincial Social Insurance is resolutely implementing synchronous solutions in the last months of the year.

According to statistics from the Provincial Social Insurance (BHXH) agency, as of the end of September 2025, the province had 178,959 people participating in compulsory social insurance, reaching 93.6% of the plan; 41,138 people participating in voluntary social insurance, reaching 53.7% of the plan; 164,514 people participating in unemployment insurance, reaching 95.6% of the plan; and 2,576,831 people participating in health insurance, reaching 97.4% of the plan, achieving a health insurance coverage rate of 90.48% of the province's population.

Thus, compared to the targets set for 2025, the development of participants in compulsory social insurance, unemployment insurance, and health insurance has basically reached its goal, with only voluntary social insurance development remaining low, at just over 50%. The provincial social insurance agency and its branches are competing in a "final push" in collecting contributions and developing participants with flexible methods suitable for each target group.

This includes the synchronized implementation of solutions to expand participation in compulsory social insurance and health insurance, focusing on new participants as stipulated by the Social Insurance Law, including business owners who pay taxes; managers of enterprises and cooperatives who do not receive salaries; permanent militia members; and part-time officials at the commune, village, and neighborhood levels. The content, form, and methods of communication have also been innovated, focusing on key areas and adapting to the characteristics of each commune and ward, customs, cultural traditions, and the psychology of each population group. In particular, local social insurance agencies have emphasized leveraging the advantages of modern, multimedia communication methods and applications on the Internet and social media, ensuring that people can access all information effectively.

Specifically, for the general public, the propaganda content focuses on clarifying the advantages of voluntary social insurance and family health insurance policies, emphasizing the benefits of receiving a pension in old age and financial support for medical expenses when sick, aiming to create a profound shift in the awareness of informal workers and the general public. At units and businesses, social insurance officials organize dialogue conferences to inform about new regulations, answer questions from employees and employers so that they understand and proactively participate, ensuring the rights and obligations of both parties.

To achieve its target of expanding coverage, the provincial Social Insurance agency also focuses on close coordination with departments, agencies, and socio- political organizations in the area. For example, at the Ea Kar branch of the Social Insurance agency, by the end of September 2025, the unit had enrolled 6,005 people in compulsory social insurance (412 fewer than planned); 2,005/3,200 people in voluntary social insurance (1,195 fewer); 5,466/5,750 people in unemployment insurance (284 fewer); and 130,629/136,744 people in health insurance (6,552 fewer).

According to Mr. Tran Thien Tuan, Director of the Ea Kar branch of the Social Insurance agency, the unit is focusing on implementing solutions decisively; in particular, to develop the number of voluntary social insurance participants, the branch has been coordinating with businesses to promote and encourage contracted laborers to participate in orchard care; coordinating with the commune People's Committee and the commune police to promote and guide the forces participating in maintaining security and order at the grassroots level to participate; and with collection service organizations to intensify propaganda in small groups, directly reaching out to households to encourage people to participate.

To expand the number of participants in health insurance, the unit focuses on ethnic minorities living in communes that are no longer classified as economically and socially disadvantaged or extremely disadvantaged areas, as well as people from farming and forestry households with average living standards, and other people who do not yet have health insurance cards.

Specialized inspections and audits have been intensified, focusing on units and businesses showing signs of evading, delaying, or failing to fully enroll their employees in social insurance. The aim is to bring employees under mandatory social insurance participation in accordance with the law, ensuring their legitimate rights. Strictly handling violations also serves as a deterrent and raises awareness among employers regarding compliance with social insurance laws.

At the online conference on implementing the collection and development of social insurance and health insurance participants for the last three months of 2025, the Director of the Provincial Social Insurance Agency, Tran Manh Toan, emphasized: With only a short time remaining in 2025, the entire provincial social insurance system needs to focus on decisively implementing the following groups of solutions: Emphasis on collection, developing participants, reducing the amount of overdue social insurance, health insurance, and unemployment insurance contributions; focusing on improving the effectiveness of coordination between units within the system and between local social insurance agencies and the People's Committees of communes and wards to develop solutions for mobilizing and developing social insurance and health insurance participants... in order to achieve and surpass the assigned targets and tasks as soon as possible.
