On October 16, the Department of Education and Training of Ho Chi Minh City announced a plan to honor outstanding students in the city.

The purpose is to create a friendly, democratic environment for students to nominate and select outstanding, typical examples from class to school. Evaluate and recognize students' efforts to be honored, including in the following activities: Relationship between students, relationship between students and collective activities, relationship between students and the living environment, students' efforts towards themselves in the process of learning, training to develop, good people, good deeds, beautiful actions...

The specific process of voting and honoring outstanding students is as follows: Honoring students in class: Students in each class can self-nominate or nominate, introduce outstanding students based on achievements in activities, movements, specific and practical work, good people, good deeds, beautiful actions of students that have a spreading influence in the collective, society, and have made many outstanding efforts in the learning and training process.

The election is held by secret ballot with all nominees on the list, each student chooses 1 outstanding student in the class to ensure publicity and transparency. The student with the highest number of votes is the honored student. For primary school students, the voting method can be chosen.

Students in each class can self-nominate or recommend exemplary students based on their achievements in activities, movements, and specific, practical work.

The election steps are carried out by students under the guidance of the homeroom teacher according to the principles of publicity, fairness, and democracy. The homeroom teacher coordinates with parents to choose the form of student recognition organization that is suitable for the conditions of each class, ensuring simplicity, meaning, focusing on propaganda on the class bulletin board, spreading to all students. The homeroom teacher sends the list of students nominated to honor outstanding students at the school level to the leaders of the educational institution.

Honoring school-level students: The leaders of educational institutions compile nomination lists from classes, publicize the list of nominated students and conduct secret ballots with the participation of student representatives from classes, Team Leaders at primary and secondary schools, Youth Assistants or School Youth Union Secretaries (teachers) at high schools, Continuing Education Centers, Continuing Education Centers. Homeroom teachers develop plans to organize ceremonies to honor outstanding students monthly, quarterly, annually or on the occasion of major holidays.

For students honored as brave examples, noble actions, meaningful stories that have spread throughout the education sector, units can send them to the City Department of Education and Training for propaganda and introduction.

Regulations on the form of honoring outstanding students are as follows: Honoring students in class: All students in the class are proposed and evaluated according to the principles of voluntariness, self-awareness, publicity, transparency; solidarity, cooperation and mutual development; ensuring the spirit of democracy and fairness. Organizing honoring outstanding students in class must be simple and meaningful. Synthesize proposals to honor outstanding students from classes. Organize honoring in class, during the monthly and semester flag-raising ceremony (if any). Implement "Letters of Merit" to honor students issued by the principal and rewards and gifts (if any).

Honoring school-level students: Organize appropriate forms of honoring according to the actual situation of the unit, ensuring the meaning spreads. Implement "Letters of Commendation" to honor students issued by the principal and rewards and gifts (if any). Post pictures, achievements, video clips, and share the feelings of students of typical students on the bulletin board or electronic news page of the unit for typical students to spread to students and parents.

The Department of Education and Training of Ho Chi Minh City stipulates that when honoring outstanding students, units must ensure that the right person, the right job, and that it is economical, effective, solemn, meaningful, and not a formality. The activity of honoring outstanding students at educational institutions aims to build "Happy Schools" at educational institutions in the city.
