Comments on the draft documents of the 14th National Party Congress: Mobilizing overall strength for the new development stage

Promoting the strength of the people

Master Duong Trong Phuc, Vice Principal of Ly Tu Trong Youth Union School (Ho Chi Minh City) said that the draft documents submitted to the 14th National Congress of the Party were widely consulted and fully accessed by the people, which will help people better understand the issues our Party has implemented in the past 5 years, as well as the orientations and plans for the upcoming period.

The Draft Action Program to implement the Resolution of the 14th National Party Congress also identifies: Strongly promoting the role of the People as the subject, socialist democracy and the strength of great national unity; including building and implementing mechanisms and policies to ensure the People's right to participate in giving opinions on the process of building the Party's guidelines, policies and laws of the State, ensuring the accountability of Party and State agencies to the people.

According to Master Duong Trong Phuc, that is to determine that the people are the root and demonstrate that the people know, the people discuss, the people do, the people check, the people supervise and the people benefit. This will create a great vitality, a great liveliness among the people of the whole country so that they can join hands, contribute, exchange ideas, contribute to the success of the Congress, so that the Resolution can soon be brought into people's lives. Obviously, when the people are allowed to speak up, it means that the people participate in building the Party, protecting the Party and protecting the political system.

Regarding the youth force, the Draft Political Report clearly states: Strengthening the education of the young generation of Vietnam on revolutionary ideals, ethics, lifestyle, patriotism, national pride, nurturing dreams, ambitions, will, and aspirations to contribute, and promoting responsibility towards the country and society.

Agreeing with the above content, Master Duong Trong Phuc said that the Draft Document as well as the expected contents in the upcoming period always determine the role and position of the young generation, an extremely important force for the development of the Party and the overall development of the country. In Ho Chi Minh City, the City Youth Union has many activities on innovation, has a Youth Startup Support Center, a Youth Science and Technology Center... to help the youth develop.

The strength and spread of Resolution 57 of the Politburo in recent times is one of the very favorable conditions for young people to develop better, have a spacious environment to express themselves...

According to Master Duong Trong Phuc, young people have a very good ability to access technology with new technology applications such as ChatGPT, Gemini... In the coming period, we must continue to conduct additional training and supplement the missing parts in the technology field. The digital competency framework, especially the digital competency framework for young people, must be established systematically.

Use technology to break through

The draft Action Program to implement the Resolution of the 14th National Party Congress has oriented: Establishing a new growth model, restructuring the economy, promoting industrialization and modernization, taking science, technology, innovation and digital transformation as the main driving force. Mr. Nguyen Thanh Quan, Deputy General Director of Binh Minh Plastic Joint Stock Company, expressed his excitement that the recent Ho Chi Minh City Party Congress as well as the Draft documents of the 14th Party Congress always focused on developing science and technology and building Ho Chi Minh City into a center of innovation in the coming years.

Regarding young human resources, Mr. Nguyen Thanh Quan hopes that the Government and Ho Chi Minh City will accelerate the establishment of centers to support human resource development. We can even invite leading experts from the world and the region to teach and train students in Ho Chi Minh City and the whole country, so that students can gain more knowledge and dare to innovate; thereby promoting the development of high-quality human resources.

"Only then can our human resources catch up with the trend. Obviously, the human factor is still the key. These are the people who are the locomotives for the development of the science and technology sector," Mr. Nguyen Thanh Quan shared, at the same time saying that along with that, there must be a policy to retain talent after graduation, with a good environment and remuneration mechanism. We will certainly succeed if we persevere with the set goals and implement them resolutely.

In recent times, the Politburo has issued many key Resolutions, creating a foundation for development in the coming period. The draft Action Program of the 14th Party Congress also emphasizes the synchronous construction of development institutions, focusing on the legal system, mechanisms and policies. Notable examples include: Creating an open, public and transparent legal foundation to serve people and businesses; piloting a controlled testing mechanism in new areas; promoting administrative reform, cutting administrative procedures, creating favorable conditions for people and businesses.

Mr. Vu Anh Tuan, General Secretary of the Ho Chi Minh City Information Technology Association, said: This is very practical and necessary for businesses. The biggest policies and orientations identified will create a clear legal corridor and promote specific action programs behind. "Hopefully, ministries, branches, provinces and cities will have policies to implement after the major policies of the Party and State are issued and businesses will join in.

According to Mr. Vu Anh Tuan, when major policies are put forward to solicit public opinion, especially science and technology programs sent to businesses, businesses will contribute and propose with the hope that policies and orientations will be issued that are closest to reality. Thereby, we can implement them immediately, helping businesses take advantage of opportunities in the new era, the "golden opportunity" in the period 2025 - 2030; helping Vietnam to rise up, surpass, stay close to world technology trends and help Vietnam's economy develop strongly and sustainably.

"Information technology enterprises in general and digital enterprises in particular have high expectations that in the coming time, the new policy will promote market development, first domestically and then abroad, so that Vietnam can export solutions, especially those with high intellectual content such as artificial intelligence, IoT devices... to the world," Mr. Vu Anh Tuan shared.
