Resolution 68 increases confidence among the business community.

The Private Economic Development Research Board (Board IV under the Prime Minister's Advisory Council on Administrative Procedure Reform) stated that businesses have assessed the implementation of Resolution 68-NQ/TW of the Politburo on private economic development as having shown positive progress, and the opinions of businesses and associations have been heard. However, it is necessary to further enhance the effectiveness of implementation to bring the Resolution into practice.

The ripple effect from the Resolution

Discussions between Committee IV and business associations revealed that the activities implementing Resolution 68-NQ/TW and the continuous, strong directives of the Prime Minister and the leaders of the National Steering Committee for the implementation of Resolution 68 have yielded positive initial results and increased confidence among the business community. A quick survey (in October 2025) recorded many more positive opinions from business associations, reflecting that the implementation of Resolution 68 has had a certain ripple effect.

The Bac Ninh Manufacturing Business Association believes that there have been many policy changes at both the central and local levels. The association and businesses have received much support from the government; they have participated in useful support programs for production, business, and export activities.

The Hanoi Association of Key Enterprises noted that major activities such as forums and workshops to gather opinions on institutionalizing Resolution 68 have instilled much confidence in businesses and associations. However, more effective support for businesses is still needed.

Recently, a series of major programs directed by the Government and the Prime Minister for the private economic community have brought excitement and motivation to businesses. For example, the first Private Economic Overview (ViPEL), a task assigned by the Prime Minister to Committee IV, has resonated both domestically and internationally by bringing together leading and exemplary national entrepreneurs from various sectors/fields, along with a diverse ecosystem of small and medium-sized enterprises (SMEs) across different economic sectors. From ViPEL, numerous public-private partnership initiatives, collaborations between leading enterprises and SMEs, and startups have been announced. The Prime Minister's directives at the event have created significant confidence within the business community.

Numerous other forums and seminars have also been organized, attracting the participation of a large number of businesses and entrepreneurs, fostering an atmosphere of open dialogue and contributing to a positive atmosphere in the implementation of Resolution 68, such as the Private Economic Forum; the New Economy Forum... Many key programs of Resolution 68 are also being implemented, genuinely soliciting feedback from businesses, such as the 1,000 pioneering businesses program, training 10,000 CEOs, and supporting businesses to go global…

Push forward with substantive reforms.

To continue this positive spirit, business associations also propose that government leaders, ministries, and local authorities continue to pay attention to and promote substantive reforms and programs that create opportunities to access specific resources to nurture and develop businesses effectively.

The Vietnam Automobile and Transport Association (VATA) has reported that the Law on Road Traffic Order and Safety, effective from January 1, 2025, has created many shortcomings, increased costs for businesses, and affected transport operations. The Association proposes reforms in line with the facilitating spirit of Resolution 68, such as: raising the maximum age for drivers of passenger vehicles with more than 29 seats/sleeper beds according to the Labor Code (62 years old for men, 57 years old for women) and increasing the frequency of health check-ups for those over 60 years old; extending the time for restoring driver's license points and shortening the re-examination time after points are deducted; allowing those with higher-class licenses to drive lower-class licenses; opening up the upgrade to CE class to address the shortage of tractor-trailer drivers; providing legal training (32 hours) and issuing certificates instead of training for operators of specialized machinery; and allowing flexible vehicle registration changes when license plates are changed.

VATA also proposed reforms to regulations on oversized and overweight transport, allowing the installation of specialized equipment according to manufacturer guidelines; permitting the combination of multiple vehicles (towing/pushing, including overlapping cargo); and only requiring road surveys when exceeding size limits. They also suggested amending Decree 158/2024/ND-CP (regulating road transport activities) and Decree 165/2024/ND-CP (guiding the implementation of some articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety) to allow small four-wheeled vehicles to continue operating, removing the 30 km/h speed limit sign requirement. Furthermore, they proposed adjusting driver training regulations to better suit the reality of training grounds and instructors. The association warned that without these amendments, logistics costs will continue to be high, affecting the competitiveness of businesses.

According to the Vietnam Association of Maritime Agents, Brokers and Services (VISABA), policies and resolutions have not been effectively implemented, and administrative procedures remain complex. New policies are mainly at the level of guidance, lacking clear enforcement mechanisms, preventing businesses from feeling the real change.

While acknowledging the positive reception of Resolution 68 by the steel industry community, the Vietnam Steel Association (VSA) noted a lack of specific policies for its implementation. Currently, investment licensing is primarily decentralized to local authorities, leading to lax management, a lack of comprehensive planning, and inadequate control over production capacity and environmental impact. The Association proposed that the Government standardize the licensing and quota management mechanism at the central level to ensure effective production control and industry planning.

Furthermore, VSA recommends increasing domestic demand through infrastructure investment (especially expressway projects in the South, referencing the elevated bridge models of China and South Korea). Regarding finance and land, it proposes allowing long-term land leases with annual payments instead of a lump sum to reduce investment pressure. Simultaneously, the government should promote collective bargaining on input materials (iron ore, coking coal, etc.) to enhance the competitiveness of domestic businesses, instead of allowing each business to negotiate individually.

Assessing the practical implementation of the Resolution, it remains very challenging. Businesses face significant difficulties regarding taxes due to slow tax deductions by tax authorities, creating financial pressure, especially for small and medium-sized enterprises; the customs software system is outdated and at risk of collapse, directly affecting import and export activities. The Vietnam Logistics Business Association (VLA) recommends strengthening the spirit of the Resolution and urging the Government to promptly upgrade the technical infrastructure to ensure stable customs clearance.
