
According to the Ba Ria - Vung Tau Regional and Agricultural Transport Project Management Board, Component Project 3 has a length of approximately 19.5 km, starting at Km34+200, connecting to the end point of Component Project 2 (Dong Nai province); and ending at Km53+700, intersecting with National Highway 56 in Tam Long ward, Ho Chi Minh City. The total investment is over 7,216 billion VND, with land acquisition costs alone exceeding 4,021 billion VND. The route will be developed as a complete 4-lane expressway, with land acquisition planned for a 6-lane road.
To date, the initial land clearance has been completed 100%. However, some additional items, such as the access road in Tam Long ward and the My Xuan - Ngai Giao intersection area, are currently in the compensation planning phase after the completion of boundary markers and cadastral surveys.
Component Project 3, comprising a construction package, commenced in June 2023 and was technically opened to traffic on April 19, 2025. The construction value to date has reached approximately VND 1,656 billion, equivalent to over 97% of the total volume. The main section has been completed with asphalt paving, road markings, median barriers, and fences. Currently, the contractors are finalizing the traffic safety signage and lighting systems at the Hoi Bai - Phuoc Tan intersections and National Highway 56.
The entire route comprises 11 bridges (4 on the main route and 7 overpasses). To date, 9 out of 11 bridges have been largely completed. Two overpasses at Km42+167 and Km46+504 are currently under construction, with the bridge decks and approach roads being built, and are expected to be completed in December 2025. Several additional access roads in Tam Long ward and Chau Pha commune are expected to be completed in December 2025 or early 2026, depending on the progress of land handover by local residents.

According to the National Assembly's resolution and the latest government directive, Component 3 of the Bien Hoa - Vung Tau Expressway must be completed before December 19th (excluding the additional interchange on Provincial Road 991). The Project Management Board assesses that, with the current progress, the main route is ready for operation on schedule, contributing to reducing congestion on National Highway 51 and strengthening connectivity in the Southeast region.
Regarding the additional interchange on Provincial Road 991, the project is currently in the adjustment assessment phase, with construction expected to commence in Q1/2026 and be completed within 2026, without affecting the operation of the main expressway.
To ensure overall progress, the Project Management Board recommends that the Ho Chi Minh City People's Committee direct relevant units to promptly complete land acquisition and hand over the site for the additional access roads in Tam Long ward and Chau Pha commune by December 2025. At the same time, it requests that relevant departments and agencies expedite the procedures for granting permits for the exploitation of soil and stone quarries serving the project, in accordance with the Government's resolution.
The early completion of Component Project 3 is expected to provide a significant boost to the socio-economic development of the former Ba Ria - Vung Tau region and the Southeast region, shortening travel time, reducing pressure on the existing transportation system, and enhancing inter-regional connectivity.
