The Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 has a total investment of VND21,935 billion, with a total length of about 116.5 km. The project is divided into 3 component projects, of which component project 3 has a total route length of more than 48 km, with a total investment of more than VND6,165 billion.
The determination to complete the project on schedule requires resolving the last remaining local obstacles, especially land acquisition and material supply issues. This was also a key focus of the field inspection and directives given by Provincial Party Secretary Luong Nguyen Minh Triet at the construction site of Component Project 3.
The Provincial Project Management Board for Investment in Construction of Transportation and Rural Development Projects (Board A), the investor of Component Project 3, stated that land clearance for the main route of the expressway project has been completed 100%. Some sections of the branch route through Vu Bon and Ea Knuec communes still have localized issues that are being addressed.

Specifically, the adjusted and supplemented GPMB: Handing over the site: 0/33 plots, households did not agree with the plan because the land price and crop price were lower than the plan of the first phase in 2023.
Regarding the waste disposal work, 77% was completed by the beginning of December 2025, but it could not yet be handed over to the landowner and local authorities for management in accordance with the law on mineral resources. Therefore, the investor could not complete the waste disposal work and pay the contractor the full amount for the work, thus affecting the overall progress of the project.
During the field inspection at the construction site of Component 3 Project, Provincial Party Secretary Luong Nguyen Minh Triet pointed out that all material mines and dumping sites are the responsibility of the Department of Agriculture and Environment, while the Department of Finance is responsible for providing guidance on management and use according to the Law on Minerals.
Regarding the difficulties in exploiting and handling procedures related to minerals, the Provincial Party Secretary requested the Provincial People's Committee to soon chair a meeting to definitively resolve the outstanding issues at the material mines. At the same time, it is necessary to carefully study Resolution 66.4/2025/NQ-CP dated September 21, 2025, of the Government on specific mechanisms and policies to overcome difficulties in ensuring the supply of construction materials for key projects, public works, PPP projects, and emergency projects when implementing the 2024 Law on Geology and Minerals.
Regarding land compensation in Ea Knuếc commune, although compensation rates have been set, the low rates have led to a lack of consensus among the people. Therefore, the Provincial Party Secretary requested the Provincial People's Committee to direct relevant units and localities to continue calculating, holding meetings to reach a consensus, and disseminating information to create agreement so that people can hand over the land as soon as possible for the project's construction.
Besides procedural obstacles, harsh weather conditions are also a major barrier. Mr. Dang Tho Dan, Director of Component Project 3, said that from September to the present, especially in November, Dak Lak province has suffered two major floods, accompanied by prolonged rain for many days. This has greatly affected the progress of the embankment and road foundation construction.
To compensate for the delayed volume, the investor directed the construction units to proactively overcome the difficulties. Contractors focused on implementing items that could be deployed in prolonged rainy conditions such as: placing markers, installing median strips, and completing the traffic safety system.

Mr. Tran Tien Dong, Director of Project Management Unit A, further informed that, as of early December, the volume of construction packages for Component Project 3 had reached over 82% of the contract value. This project was selected by Dak Lak province to be registered as a celebration of the 14th National Party Congress; therefore, the leaders of Project Management Unit A regularly urged and closely directed departments and contractors to accelerate the construction progress of all items on the site. A highly competitive atmosphere prevails throughout the construction site. Contractors have organized 32 construction teams, with the participation of nearly 400 modern equipment and machinery and nearly 700 cadres, engineers, and workers.
With the spirit of "overcoming the sun and rain" and the close supervision of the provincial leadership, Component Project 3 strives to complete the technical opening of the entire route by December 19, 2025, and simultaneously conduct acceptance testing, completion, and commissioning of the first approximately 21 km of the route. The goal is to complete, accept, and hand over the main route before February 14, 2026, in time to serve the travel needs of the people during the Lunar New Year 2026.
