On the morning of October 31, authorized by the Prime Minister, General Luong Tam Quang, Politburo member and Minister of Public Security , submitted to the National Assembly the draft Law on Cyber Security.

Minister Luong Tam Quang said the draft Law on Cyber Security consists of 9 chapters and 58 articles, including 30 provisions inherited from the 2018 Law on Cyber Security, 16 provisions inherited from the 2015 Law on Network Information Security; 9 consolidated provisions and 3 new provisions added.
Article 9 of the draft law specifically stipulates prohibited acts regarding cybersecurity. It prohibits the use of cyberspace to post and disseminate information containing propaganda against the Socialist Republic of Vietnam; distorting history, denying revolutionary achievements, undermining national unity, insulting religion, discriminating against gender or race.
It is strictly forbidden to use cyberspace to post or disseminate fabricated information, slander, false accusations, or to insult the honor, reputation, or dignity of others or to cause damage to the legitimate rights and interests of other agencies, organizations, or individuals...
The draft law also prohibits the use of cyberspace to organize, operate, collude, incite, bribe, deceive, entice, train, or coach people to oppose the Socialist Republic of Vietnam; incite, call for, mobilize, incite, threaten, cause division, conduct armed activities, or use violence to oppose the people's government; call for, mobilize, incite, threaten, or entice crowds to cause trouble, oppose people performing public duties, or obstruct the activities of agencies and organizations, causing instability in security and order.
Some other prohibited acts include: Using cyberspace for prostitution, social evils, human trafficking; propagating obscene and depraved cultural products; inciting and promoting violence, decadent and deviant lifestyles, destroying national traditions and customs, social ethics, and community health; defrauding and appropriating property; organizing gambling, gambling via the Internet, etc.
The draft law also prohibits cyber attacks; cyber terrorism, cyber espionage, cybercrime, high-tech crimes; causing incidents, attacks, intrusions, taking control, distorting, interrupting, stopping, paralyzing or destroying information systems.
At the same time, it is strictly forbidden to take advantage of or abuse cybersecurity protection activities to infringe upon national sovereignty , interests, security, social order and safety, legitimate rights and interests of agencies, organizations and individuals, or for personal gain.
Presenting the report on the review of this content, Mr. Le Tan Toi, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs, said that the Committee proposed to review and supplement all prohibited acts, especially acts of using artificial intelligence to create, edit, and spread false information, fake identities to slander, defraud, and harm national security and social order. The review agency also proposed not to re-regulate acts already in the Penal Code.
The inspection agency also proposed that in addition to protecting children, it is necessary to add protection objects such as vulnerable people such as the elderly and people who have lost or have limited civil capacity.
At the same time, research and supplement regulations on prevention, containment, and timely handling of acts of using artificial intelligence to simulate faces to defraud, defame, and impersonate the identities of celebrities or their relatives.
