At the scene, Lieutenant General Ha Tho Binh, Commander of Military Region 4, praised the sense of responsibility and efforts to overcome difficulties of officers and soldiers of the Hue City Military Command, Division 968 and local militia and self-defense forces. Despite having to work in harsh weather conditions, the Army forces still actively supported people to clean up mud, garbage, repair houses, schools and roads heavily affected by the recent historic flood.

After the flood receded, localities in Hue City faced many difficulties when a large amount of mud and waste remained on the roads and residential areas, seriously affecting people's lives, especially many schools were still unable to welcome students back. In this situation, Lieutenant General Ha Tho Binh requested the forces of the Military Region to identify this as a combat mission in peacetime, mobilizing maximum human resources and means, working urgently and resolutely with the goal of helping people stabilize their lives soon, and children return to school soon.

Also during the working trip, Lieutenant General Ha Tho Binh visited, encouraged and presented 2.5 tons of rice, 5 tons of dry food and 250 boxes of instant noodles to support people in Thanh Thuy ward, Hue city, which suffered heavy damage in the recent floods.
