The "Three Best" emulation movement launched by the Ministry of Public Security aims to build a force that is "Most Disciplined - Most Loyal - Closest to the People", taking discipline as the root, loyalty as the foundation and being close to the people as the highest goal.

On November 4, the Ministry of Public Security held a monthly meeting in October 2025, combining the dissemination and implementation of the Resolution and Action Program to implement the Resolution of the 8th Central Party Congress of the Public Security and launching the emulation movement "Three best" - "Most disciplined, Most loyal, Closest to the people".

General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security chaired and directly launched the movement.

Minister Luong Tam Quang launched the Three Firsts emulation movement in the entire People's Public Security force.

Speaking at the Conference, Senior General Luong Tam Quang emphasized that in the context of the entire force implementing the Resolution of the 8th Central Party Congress of the Public Security and preparing specific action programs to concretize the goals and requirements of the Resolution of the 13th National Party Congress, the "Three First" emulation movement was launched with the goal of creating substantial and synchronous changes in the entire force.

The emulation movement is concretized with 21 profound connotations, covering three groups of core values: Most disciplined - Most loyal - Closest to the people, demonstrating the spirit of "Forgetting oneself for the country, serving the people", taking discipline as the root, loyalty as the foundation, and being close to the people as the highest goal.

According to the launching content, "The most disciplined" includes 7 specific requirements, emphasizing: Absolutely comply with the Party Platform, Charter, directives, resolutions, regulations of the Party, the Constitution and laws of the State; comply with the orders and working procedures of the People's Public Security force; Obey and strictly execute orders of superiors, ensure honesty and discipline in all reports and actions; Uphold the Party's organizational and disciplinary principles, act in accordance with duties and tasks; speak and act according to the Party's resolutions; Take exemplary actions as a motto, say what you do, set an example in ethics, style and sense of responsibility; Dare to think, dare to do, dare to take responsibility, not afraid of difficulties or hardships; always maintain a spirit of dedication, save time, work scientifically , be ready to sacrifice for the Party and for the people.

General Luong Tam Quang emphasized: "The 'most disciplined' police officer must be exemplary, standard-bearer, with influence in the collective; thereby building a truly disciplined, elite, and modern force."

The second part of the movement – ​​“Most Loyal” – is concretized into 7 key contents, reflecting the revolutionary ideals and mettle of the People's Public Security.

That is absolute loyalty to the Party, the Fatherland and the People, striving and sacrificing for the goal of "rich people, strong country, democracy, equality and civilization"; steadfastness in Marxism-Leninism, Ho Chi Minh thought, firmly protecting the Party's guidelines.

The "most loyal" person must: Maintain integrity, put national and ethnic interests above all; Respect the Party's leadership principles, resolutely fight against signs of degradation, negativity, factions, and group interests; Be exemplary in public service, honest, straightforward, keep promises, be ready to admit mistakes and overcome shortcomings; Continuously study, be creative, improve capacity and work efficiency.

General Luong Tam Quang affirmed: “The most loyal police officer is not only loyal to the Party, but also loyal to the ideals, to the People, to honor and professional responsibility – that is the political mettle of a revolutionary police officer.”

The third part – “Closest to the people” – is considered the soul of the “Three best” emulation movement, clearly demonstrating the humane nature of serving the people of the People's Public Security force.

The seven specific connotations of “Closest to the people” are identified as: “People are the root”, the center, the subject of all policies and activities to ensure security and order; People’s happiness and peace are the highest measure of all public security work; Respectful, polite, modest, honest, close, listening, understanding people; absolutely not pushing, avoiding, causing trouble, harassment; “When people need, when people are in trouble, there is the police” - pioneering to help people in times of trouble, saving people in natural disasters, storms and floods; actively participating in activities to repay gratitude; Practicing democracy, openness, transparency, so that people trust, express their thoughts and aspirations, and together monitor and contribute ideas to build the force.

The Ministry of Public Security organized the launching ceremony of the "Three Best" emulation movement.

General Luong Tam Quang emphasized: “Closest to the people is not just a slogan but must be a daily action of each officer and soldier - so that the people truly consider the police as a solid support, a close and dear friend.”

The Minister requested the Heads of Public Security of units and localities to base on the content of the Ministry's Plan and 21 specific criteria to integrate into the monthly and quarterly work programs and plans; in which, each Party cell and each individual must self-examine, self-correct, and self-evaluate specific results demonstrating the spirit of "Most Disciplined - Most Loyal - Closest to the People"; Assign the Department of Political Work to be the focal point for guiding, inspecting, periodically evaluating, praising, and replicating typical and advanced collectives and individuals.

General Luong Tam Quang believes that the "Three Firsts" emulation movement will quickly spread strongly throughout the force, becoming a "spiritual catalyst" to successfully implement the Resolution of the 8th Central Party Congress of the Public Security, building a "clean, strong, disciplined, elite, modern" People's Public Security force, contributing to firmly ensuring national security, social order and safety, for the peaceful and happy life of the people.
