According to the Vietnam Road Administration, due to the impact of storm No. 12 and the exceptionally heavy rain lasting from October 22 to November 2, the overpass at Km396+050 on the West branch of Ho Chi Minh Highway, passing through A Luoi 4 commune, Hue city, was seriously damaged.
Through on-site inspection, the bridge's T1 pillar was tilted downstream by about 70cm horizontally and 80cm vertically, causing structural instability and not ensuring safe operation. The initial cause was determined to be due to prolonged heavy rain, causing the upstream mountainside to collapse strongly, directly impacting the bridge pillar. The recorded rainfall in the area was up to 1,739mm/day, the highest in Vietnam's history.
In light of the above situation, the Vietnam Road Administration is reporting to the Ministry of Construction for consideration and decision to declare a natural disaster emergency. The declaration will be the legal basis for the Administration to issue an emergency construction order, allowing the Road Administration Area II to immediately deploy remedial measures, ensure traffic and provide rescue services on the route.
Currently, units are concentrating human resources and equipment to construct a temporary road on the right side of the route, while maintaining barriers, warning of danger, and strictly prohibiting people and vehicles from passing through the damaged bridge area. The work to clear the route is being carried out in sync with other landslide points on the West branch of Ho Chi Minh Highway.
