Regarding the work of repairing the damage to the Km396+050 bridge, the Vietnam Road Administration is reporting to the Ministry of Construction to decide on the announcement of an emergency situation regarding natural disasters so that the Vietnam Road Administration can decide to issue an Order to build emergency works to overcome the consequences of natural disasters (according to the provisions of Clause 2, Article 15 of Circular No. 40/2024/TT-BGTVT dated November 15, 2024), as a basis for Road Management Area II to deploy the next steps to overcome the consequences of natural disasters, ensure traffic and serve rescue work on Ho Chi Minh Road.

According to the Vietnam Road Administration, currently, the T1 pillar is tilted downstream (left of the route) horizontally about 70cm and vertically about 80cm, causing instability of the bridge structure, not ensuring safe operation.

The initial cause was determined to be the impact of storm No. 12 from October 22 to October 24 and heavy rains after the storm from October 26 to November 2, 2025, on the West branch of Ho Chi Minh Road, Hue City, there was heavy rain. The amount of rain in one day in some places reached 1,739mm, this is the highest amount of rain in one day in Vietnam's history and ranked 2nd in the world . This caused the mountainside on the left side of the route (upstream of the bridge) to appear a large subsidence, sliding towards the bridge, causing displacement and damage to the bridge's T1 pillar.

Immediately after the natural disaster occurred on the West branch of Ho Chi Minh road, Hue city, causing a complete traffic jam from Km366+150 - Km412+500 (with dozens of traffic jams), Road Management Area II mobilized human resources to be on duty, regulate traffic, set up barriers, signal, and warn of danger; at the same time, cleared mud, soil, and rocks from landslides on the positive slopes that flowed over the road surface, filled ditches, sewers, etc. to ensure traffic.

Due to the single route, there are no connecting cross-roads to go to the congested locations. On the other hand, on the Da Nang city side, Ho Chi Minh road is also completely paralyzed. The weather continues to have heavy rain in waves, so the recovery work is facing many difficulties.

Currently, construction units have mobilized all construction machinery from both sides (A Luoi side and Da Nang side) to clear the route and have cleared the route through Km372+500 (to the end of the residential area).

The two ends of traffic jams on the West branch of Ho Chi Minh Road through Hue City have been organized by Road Management Area II in coordination with Road Management Area III and functional forces to guard and direct traffic.

By November 3, 2025, Road Management Area II had cleared the route to near the Km396+050 bridge location and had placed signs prohibiting people and vehicles from crossing the bridge. At the same time, temporary road construction work has been and is being carried out on the right side of the route to ensure traffic and clear the route at the same time as other traffic jams on the route.
