Exhausted by flood after flood
According to the Hue City Hydrometeorological Station, heavy rains caused floods on rivers to rise rapidly again, in which the water level on the Huong River and the Bo River exceeded the alarm level 3. In her small house, Ms. Hong Nguyen Phuong (43 years old, living at 2/183 Nguyen Lo Trach, Vy Da ward) helplessly watched the floodwaters rise more than 1 meter above the floor of her house. In the two previous floods (from October 25 to 28 and from October 29 to 30), her family's floor was flooded nearly 1.5 meters; motorbikes, televisions, refrigerators, washing machines and many household items were damaged. After the flood receded, Ms. Phuong and her husband had just finished cleaning up when they had to fight the third flood. "Many properties were damaged, and our strength was exhausted, so my husband and I had to give up," Ms. Phuong said in tears.
Lieutenant Colonel Ta Van Tu, Political Commissar of Regiment 6 (Hue City Military Command) informed: Implementing the direction of the City Military Command, from October 31 to November 2, the unit mobilized more than 500 officers and soldiers to the areas to coordinate with other forces to help people overcome the consequences of floods; collect 109 tons of garbage, 42 cubic meters of mud; clean up roads with a total length of 8km and 13,000 square meters of school grounds, medical stations, public works... However, the new flood has submerged most of the roads, schools, and public works that the unit has just coordinated to clean up.
Teacher Nguyen Thi Kim Tu, Principal of Thuy Thanh 1 Kindergarten, sadly said: "After the recent flood, the school received help from nearly 100 officers and soldiers of Regiment 6 and the militia of Thanh Thuy ward to clean up, repair desks, chairs and school supplies. The damage recovery work at the two school facilities was just completed 2 days ago, however, from the afternoon of November 2, floodwaters continued to rise, flooding the entire schoolyard and classrooms, the deepest point was more than 1.2m. The efforts of hundreds of people after many days of wading through mud and rain, now went down the drain. I feel sorry for the soldiers and militia who did their best to help the school to welcome students back to school."
Stick to the local area to fight floods with people
Faced with complicated weather developments, on November 3, the Hue City Military Command continued to mobilize 7,580 people and 335 vehicles to assist in evacuating people to shelters.
At around 6am the same day, heavy rain and floods collapsed the Phu Mau bridge pier (Km20+25 on Provincial Road 14B) connecting Khe Tre commune with the center of Hue city, causing traffic disruption, isolating 3 communes: Khe Tre, Nam Dong and Long Quang. The Hue City Military Command directed the Defense Command of Area 3 - Phu Loc and the Khe Tre commune militia to go to the scene to inspect, organize on-duty, and place warning signs to ensure safety for people and vehicles. Along with that, the unit coordinated to evacuate 102 households with 271 people to safe shelters.

On the afternoon of November 3, the Defense Command of Area 1 - Huong Tra mobilized forces and vehicles to evacuate dozens of households that were deeply flooded and isolated in Huong Tra ward.
Comrade Nguyen Ngoc Loi, Commander of the Military Command of Duong No Ward, Hue City, said: "Despite heavy rain and strong currents, the militia coordinated to promptly transport 13 patients (8 pregnant women in labor, 3 seriously ill patients needing dialysis, 1 person with appendicitis, 1 person with convulsions) to hospitals and medical facilities for emergency treatment. Currently, the brothers are continuing to stay in the area, supporting people to overcome difficult times."
Prolonged heavy rains caused landslides to continue in many highland and border areas of Hue City, cutting off traffic. In A Luoi 1 Commune, the road to Par Ay Village continued to collapse with a volume of about 100m³ of rock and soil. Lieutenant Colonel Ho Van Ha, Head of Hong Van Border Guard Station (Hue City Border Guard) said: "The unit has coordinated with local authorities to review and plan to evacuate 62 households in Tru Pi Village to a safe place, and at the same time prepare necessities for 26 isolated households in Ta Lo A Ho Village; dispatch forces to put up warning signs, overcome landslides and ensure traffic."
Meanwhile, in A Luoi 2 commune, Quang Nham Border Guard Station (Hue City Border Guard) coordinated with local authorities, militia and security forces and Dien Mai village's grassroots security forces to evacuate 1 elderly person and 3 children in areas at risk of landslides to safe shelters; propagandized and mobilized 4 families with 16 members in areas at high risk of landslides to proactively evacuate people and property out of dangerous areas. Major Phan Thanh Giang, Deputy Head of Quang Nham Border Guard Station, added: "The weather is still complicated, the risk of landslides is high. The unit has sent regular forces to stay close to the area, closely coordinate with local authorities to check vulnerable areas, ready to evacuate people and property; at the same time, propagandize so that people can raise their vigilance and not be subjective in the face of complicated weather developments".
