On the afternoon of November 4, a working delegation led by Colonel Nguyen Tran Dong, Deputy Commander of Coast Guard Region 3, and relevant agencies inspected and guided units in implementing measures to prevent and combat storm Kalmaegi.
Units focused on organizing the movement of forces, vehicles, and facilities to safe places; trimming trees, reinforcing barracks, tying down roofs and house frames; preventing roofs from blowing off, collapsing, flooding, subsidence, and damage to structures, ensuring absolute safety for people, weapons, and technical equipment.

At the same time, the Region maintains a smooth communication system, channels, and networks connected according to the plan; regularly updates and reports on storm developments to promptly command and direct forces.
Authorities review and supplement plans to ensure logistics and technical support, and be ready for ships to maneuver and carry out search and rescue missions when situations arise.
Coast Guard Region 3 closely coordinated with local authorities to actively propagate, call on, and guide fishermen to urgently enter safe shelter areas.

By 5:30 p.m. on November 4, all ships and boats of units on duty at sea had been brought to shelters and anchored safely; forces organized on-duty and information duty according to regulations; used technical means to closely monitor the storm's developments to promptly respond and handle situations that may arise.
