Hue: Flood recedes slowly, Duong No is still isolated after 9 days of deep flooding

On November 4, the 9th day that people in Duong No ward (Hue) were deeply submerged by flood, internal travel in residential areas still used canoes even though the flood water on Huong and Bo rivers had receded more than 1 meter. Many special cases were still facing difficulties due to the flood.

People drown in flood water

Late on November 3, water on Huong and Bo rivers began to recede. By morning, the central streets of Hue city were dry. Forces, residents, and students worked together to clean up and welcome international visitors back.

However, in low-lying areas, downstream of the Huong and Bo rivers such as Sinh, Quang Thoi, Quang Dien, Duong No junctions... are still deeply submerged in silver water.

After the severe flooding that lasted from October 27 to 31, the floodwaters began to recede on November 1, but on November 2, the floodwaters rose again. From the afternoon of November 2 to noon of November 3, the water level rose to a historic peak, showing that the speed of the flood left many households unable to react.

The announcement of the People's Committee of Hue City issued: "Traffic is cut off due to deep flooding, especially the routes to Duong No ward, making it impossible for road vehicles to access in many cases. Seriously ill people and women about to give birth are priority groups requiring urgent treatment - if delayed, their lives could be in danger."

Chairman of the Vietnam Fatherland Front Committee of Duong No Ward, Vo Quoc Hien informed: "Right during the flood from November 2-3, the forces of the Front Solidarity Committees together with the Ward Police and the Ward Defense Area Command used specialized rescue vehicles to bring 6 pregnant women, 3 dialysis patients and 1 case of appendicitis to the hospital in time."

From the evening of November 3, a group of reporters wanted to enter Duong No ward. Vice Chairman of the ward People's Committee, Ms. Van Thi Kim Lien announced: "The flood is still very high, at night there are no lights or electricity, people going in and out must stop because it is very dangerous." On the other hand, a charity group from Gia Lai province also wanted to enter Duong No to give gifts to support people in the flood-affected areas but was "helpless" because there was no means of transportation through deep water areas. We had to wait.

By the morning of November 4, the police force and the Fatherland Front of Duong No ward had prepared boats for reporters to take them deep into residential areas. The relief team for the flood victims was also supported in transporting supplies to the people.

Putting her bed next to the window, Mrs. Nguyen Thi Sanh in group 18, Phu Khe village, Duong No ward (Hue city) said: "For the past 9 or 10 days, the water has risen, then receded, then risen again. My family has put the bed up, then taken it down, and then had to put it up again to wait for the flood."

Protect each other in times of great disaster

The low-lying area of ​​Duong No is flooded almost every year, but rarely is there a year when the flood is both high and long lasting and repeated many times like this year. Getting used to the flood, coping with it and helping each other during the flood is also a regular occurrence for the people in this low-lying area.

Mrs. Nguyen Thi Khe's family is a special family, a family of 3 women, Mrs. Khe is old and weak, 2 daughters are sick and cannot work, one of them has difficulty walking, often crawling under the bed to sleep.

Taking a group of reporters to visit this house, Head of the Phu Khe Neighborhood Front Committee Le Van Mai said: "This is a special case, lacking food, during this flood, neighbors saw the flood and ran over to help raise the bed; the Ward People's Committee has helped support food twice. It is really difficult, not being able to take initiative, having to rely on neighbors."

Not far away, Mr. Tran Dinh Phu, a known COVID-19 patient, is also in a particularly difficult situation. He did not move but stayed in the flooded area. Mr. Phu often received support from people around him to overcome the successive floods.

Up to now, clusters 16, 17, 18... of Phu Khe residential group, Duong No ward, are still deeply submerged in flood water. Taking us to each house that is still deeply submerged, the head of Phu Khe residential group, Mr. Ho Dai Hieu, said: "Dozens of people in the flooded area have been evacuated to other places but have not been able to return because there is an announcement of the possibility of further flooding. People here have been heavily flooded for the past 9, 10 days and have had a really hard time; with the support of volunteer groups and benefactors, the people are all very happy."

Duong No people are still calm and quiet, pure Hue because they understand that peace is built from the hearts of people. 90-year-old Mr. Nguyen Huu Hoa smiled calmly: "That's it, but you can't decide what God has to do, floods are floods, people are still the same."
