Direct the inspection, review, and timely detection of areas at risk of flash floods, landslides, and deep flooding, especially households and residential areas living in mountainous areas, steep slopes, along rivers, streams, and landslides, to proactively evacuate people to safety before floods occur. Prepare response plans for heavy rains, floods, flash floods, and landslides that may occur in the coming days, especially in areas warned of high risk.
Prepare forces and means to assist in evacuating people from areas at risk of flooding and landslides when requested. Prepare forces, means, equipment and necessities according to the "four on-the-spot" principle to respond to storms and widespread heavy rains that can cause localized flooding in low-lying areas.
Proactively organize and implement measures to protect production, inspect and review plans to ensure safety for the dike system, dams, downstream areas, especially vulnerable lakes, works under construction, unfinished construction in estuaries, riverside, and coastal areas. Arrange forces, materials, means, machinery, and equipment to be ready to respond and handle situations when they occur to ensure safety for people and property and in accordance with the actual situation in the locality and unit.
Proactively organize the harvesting of agricultural products according to the motto "green house is better than old field", organize the harvesting of aquaculture areas to reach commercial size, minimize damage.
At the same time, it is required to prepare plans to organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides. Resolutely do not allow people and vehicles to pass if safety is not guaranteed.
