Implementing the Prime Minister's Official Dispatch No. 204/CD-TTg dated October 30, 2024 on continuing to synchronously and effectively deploy response measures, promptly overcome the consequences of floods, soon stabilize people's lives, restore production and business in the Central region, the Ministry of National Defense requests military agencies and units to continue strictly implementing the dispatches of the Prime Minister and the Ministry of National Defense on responding to and overcoming the consequences of floods in the Central region; strictly maintain the on-duty regime, proactively monitor and grasp the situation of floods, inundation, flash floods, landslides in the Central region.
Agencies and units mobilize the highest level of forces and means to promptly respond to situations that arise, ensure the safety of warehouses and barracks; proactively help the government and people evacuate households in dangerous, low-lying, flooded, isolated areas to safe places, avoid unfortunate human losses, support people in overcoming the consequences of natural disasters, repairing houses, cleaning the environment, preventing and fighting epidemics, ensuring the safety of forces performing tasks.
The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen direction, urge, and inspect subordinate units to ensure the safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve disaster response work; proactively coordinate, provide food, dry food, bread, milk, relief goods... promptly transport supplies and equipment for rescue, rescue, free treatment for injured people, guide people on how to treat domestic water, treat the environment, and prevent disease outbreaks after floods.
The Ministry of National Defense assigned Military Region 4 and Military Region 5 to direct their subordinate units to closely coordinate with local Party committees and authorities to continue to focus on leadership, resolutely and synchronously deploy solutions to overcome the consequences of natural disasters with the most urgent, drastic and effective spirit to quickly stabilize the situation for the people; mobilize the highest forces and means, to access all areas that are still cut off and isolated due to floods and landslides to focus on search and rescue; promptly supply food, drinking water, medicine, necessities to households, take injured and sick people to hospitals for treatment; support people to overcome the consequences of natural disasters, repair houses, clean the environment, prevent and control epidemics. In cases beyond the capacity and authority, it is necessary to report to the Ministry of National Defense for handling.
The Vietnam Navy and Coast Guard, based on the actual situation, continue to mobilize forces and means to support localities in overcoming consequences and conducting search and rescue operations as requested by localities. The Air Defense - Air Force and Army Corps 1 prepare forces and means to be ready to transport food, provisions, and necessities to isolated areas when ordered.
The Ministry of National Defense requested the Chemical Corps to direct its subordinate units to closely coordinate with local Party committees and authorities, mobilize forces and means to support overcoming the consequences of floods, landslides, and environmental sanitation to soon stabilize people's lives. The 34th Corps, the Artillery - Missile Command, and other branches and corps proactively coordinate with local Party committees and authorities to mobilize forces and means to carry out tasks with the highest spirit when requested by the locality.
The Information and Communications Corps, the Military Industry and Telecommunications Group ensures uninterrupted communication to serve the direction and operation of disaster response work, especially in isolated areas. Units organize implementation and report to the Ministry of National Defense through the Ministry's Command and the Department of Rescue and Relief (General Staff) for the Ministry to monitor and direct.
* Over the past week, in the Central region, there has been a period of heavy rain lasting for many days over a wide area, with the total rainfall in many places exceeding 1,500 mm, especially in the Bach Ma area (belonging to Hue city) where the total rainfall measured was 5,019 mm, of which on October 27, 2025 alone, the rainfall was 1,740 mm (this is the largest rainfall in a single day in history in Vietnam so far).
Heavy rain, combined with high tides, floods on the Bo River (in Hue) and the Thu Bon River (in Da Nang) have exceeded historical flood levels, and many other rivers in the region have exceeded alert level 3, causing widespread flooding in many communes and wards, especially in Hue and Da Nang.
