Currently, a storm with the international name KALMAEGI is active in the East Sea of ​​the Philippines. The National Center for Hydro-Meteorological Forecasting informed that early this morning, November 3, storm Kalmaegi was at about 11.2 degrees North latitude; 129.7 degrees East longitude, in the East Sea of ​​the Central Philippines. The strongest wind near the storm center is level 11 (103-117km/h), gusting to level 14. The storm is moving west at a fast speed of about 30km/h.

Today, Typhoon Kalmaegi will continue moving at a speed of 20km/h. By dawn tomorrow, November 4, the typhoon will be located at approximately 10.8 degrees North latitude; 125.3 degrees East longitude; in the eastern central region of the Philippines. The storm's intensity at this time could be level 12, gusting to level 15.

Implementing the Official Dispatch No. 25/CD-BCĐ-BNNMT dated November 2, 2025 of the National Civil Defense Steering Committee on proactively responding to storms near the East Sea (storm KALMAEGI). To proactively respond to the storm, the Provincial Civil Defense Steering Committee requests departments, branches, People's Committees of coastal communes and wards, People's Committees of communes and wards with ships and boats operating at sea and related units to urgently implement the following contents:

1. Closely monitor warning bulletins, forecasts and developments of storms; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur.

2. Review and be ready to deploy response plans for strong storms and floods after storms.

3. Prepare forces and means to deploy rescue work when there is a situation.

4. Thanh Hoa Newspaper and Radio - Television Station, Thanh Hoa Coastal Information Station and grassroots information systems increase information on storm developments to authorities at all levels, owners of vehicles operating at sea and people to proactively prevent and respond.

5. The Provincial Hydrometeorological Station closely monitors, forecasts, warns, and promptly informs about storm developments to proactively deploy response measures.

6. Departments, branches and sectors, according to their state management functions and tasks and assigned tasks, proactively direct and coordinate with localities in responding to storms.

7. Organize on-duty seriously, regularly report to the Provincial Disaster Prevention Command Office and the Provincial Civil Defense Command Standing Office.
