The Vietnam Road Administration ( Ministry of Construction ) has just issued Decision No. 1500 approving temporary adjustments and supplements to the traffic organization plan on the Noi Bai - Lao Cai expressway, to improve safety and smooth traffic.
According to this decision, changes on the Noi Bai - Lao Cai expressway mainly focus on lane division and speed regulations, temporarily applied for 1 month from November 10.
This is a pilot measure to respond to the recommendation from the Traffic Police Department and the results of the working minutes between relevant parties on October 14.
Accordingly, on the Noi Bai - Yen Bai section (from km0 to km123+080), the maximum speed allowed on both lanes is unified at 100km/h.
However, the minimum speed is adjusted more flexibly, lane 1 (next to the median strip) is 80km/h, while lane 2 (next to the emergency lane) is 60km/h.
At special locations such as the National Highway 2 underpass (km0+080-km0+840), the Red River overpass (km76+600-km78+640) and the Lo River overpass (km47+350-km48+550), the maximum speed is lowered to 80km/h for both lanes, with a unified minimum speed of 60km/h to ensure safety due to complex terrain.
Regarding vehicle lane separation, lane 1 will prohibit trucks with a total weight of over 7,500 kg (including regular trucks except pickups and vans, specialized vehicles except cash transport vehicles, tractors, trailers) and passenger cars with over 29 seats.
For lane 2 on the Hanoi - Lao Cai highway, there is no distinction between vehicle types. Heavy trucks and large passenger buses running on lane 2 are allowed to move to lane 1 to overtake, but must return to lane 2 immediately afterwards and maintain a safe distance.
Signs, paint lines and speed information will be added at intersections to guide traffic participants.
Vietnam Road Administration requires Vietnam Expressway Corporation (VEC) to be the unit to manage, operate, review and adjust the signal system, speed signs on gantries or booms, and to paint the speed directly on the road surface in an easily observable location.
The Vietnam Road Administration also requested VEC to be responsible for implementing, propagating and coordinating with the Traffic Police Department, Road Management Area I, construction departments and local authorities to ensure order and safety.
Before the pilot period ends, VEC must complete the alternative plan to report to the Vietnam Road Administration.
According to the Vietnam Road Administration, this adjustment is expected to improve traffic conditions on the Noi Bai - Lao Cai expressway.
Residents and drivers are advised to strictly comply to avoid violations, and to monitor notifications from management units for updates on changes.
