On the afternoon of November 3, the water levels of rivers in Quang Tri continued to rise. Thach Han River in Dakrong was 33.87 m, 0.37 m above alert level III; in Quang Tri it was 4.90 m, 0.4 m above alert level II; Hieu River in Dau Mau was 24.13 m, 0.37 m above alert level III; O Lau River in My Chanh was 5.97 m, 0.67 m above alert level III; in Hai Tan it was 3.33 m, 0.07 m below alert level III.
According to forecasts, in the next 6 hours, flood on Thach Han River will continue to rise below alert level III; O Lau River is likely to reach alert level III; Hieu River in Dong Ha may exceed alert level II.

The whole province currently has 139 flooded locations and 51 landslides. More than 5,027 households with 15,337 people in the flooded area.
On the same day, the entire Quang Tri border line had 24 flooded spots and 7 landslides. At Lang Ho Border Post, Highway 9C (km29+100) had more than 1,000 m³ of rock and soil eroded, cutting off traffic. On Highway 9B, Tay Long Dai Bridge (km48+20) had a large landslide, threatening to erode the bridge pier. Border guards coordinated with the authorities to set up checkpoints to prevent people from passing through to ensure safety.

At noon of the same day, Nguyen Duc Hoang (born in 2009, Tay Thanh village, Nam Trach commune) was swept away by floodwaters on Dinh river. Upon receiving a request from the commune People's Committee, Ly Hoa Border Guard Station mobilized 1 boat and 5 officers to coordinate with other forces to organize the search.

At Nhat Le estuary, fishing boat QB-11476-TS of Mr. Hoang Quang Thinh (Dong Hoi ward) sank due to heavy rain and the pump was broken. Nhat Le Border Guard Station promptly coordinated with the family to salvage and assist in troubleshooting.
Faced with the continuing flood situation, the Quang Binh Border Guard Command directed units to evacuate 233 households (more than 1,400 people) in Dakrong, Bac Trach, Dong Trach communes, Bac Gianh ward to safe places; at the same time, maintain 41 teams with 155 officers, 3 motorboats on duty at flooded and isolated areas; set up warnings, block underground overflow routes and check areas at risk of landslides.
On the same day, the Provincial Border Guard Command advised Mr. Tran Phong, Chairman of the Quang Tri Provincial People's Committee to organize a delegation to inspect flood prevention work at Ca Xeng Border Guard Station and 3 Ruc ethnic villages (Kim Phu commune). The delegation presented 240 gifts including instant noodles and rice to help people overcome difficulties caused by floods.
