
One of the identified causes is the overloaded drainage system. In addition, some households arbitrarily cover, seal or fill manholes, obstructing the flow and reducing the drainage capacity of the system.

Faced with the above situation, in order to ensure the drainage system operates smoothly, limit flooding and congestion, Mr. Do Huu Phuoc, Vice Chairman of Phan Thiet Ward People's Committee, issued a document requesting departments, offices, units and Heads of Residential Groups to deploy solutions to overcome the situation.

Accordingly, the Ward People's Committee proposed to strengthen propaganda and remind people not to arbitrarily cover, fill, dump materials, waste or place obstacles on manholes and water intakes.
Heads of residential groups are required to mobilize households to remove objects and garbage that obstruct the drainage system, manholes and water intakes before November 15, 2025.

After the above deadline, the Ward People's Committee will organize an inspection. If it is discovered that people intentionally cover up or discharge waste causing blockage in the manhole, the violating households will have to bear the cost of repair.
The Department of Economics , Infrastructure and Urban Area will coordinate with the Phan Thiet Public Service Management Board to dismantle covered, sealed or blocked manholes. The purpose is to maintain environmental hygiene and prevent flooding in the ward.
