Power lines "hinder" the progress of the Project to Upgrade and Expand Provincial Road 753

The project to upgrade and expand provincial road 753 is over 13km long, with a total investment of 480 billion VND. According to the plan, this route will be completed and put into use by the end of 2025.

This is a vital route, combined with the Ma Da Bridge Construction Investment Project to form a smooth intra-provincial traffic circuit, directly connecting the large northern area to Ring Road 4 - Ho Chi Minh City, Long Thanh International Airport and Cai Mep - Thi Vai Deepwater Port cluster.

Currently, many items are in the peak stage to reach the finish line, so the construction atmosphere at the construction sites is very busy, in the spirit of "3 shifts, 4 shifts". However, according to the project investor, the biggest difficulty at present is that the project is stuck with power lines in the construction corridor, if not promptly relocated, it will be very difficult to reach the finish line on time.

Risk of delay

The project to upgrade and expand provincial road 753 is extremely important, because this is the only intra-provincial road that directly connects the northern region with the central area of ​​Dong Nai province. Therefore, after only 10 months of construction, the project has reached nearly 70% of the progress. However, according to the investor, the biggest difficulty at present is the relocation of 140 medium-voltage power poles and 277 low-voltage power poles to hand over the site to the construction units.

According to the reporter's records, at package number 4, taking advantage of the sunny weather, many specialized equipment and machines were mobilized by the construction unit to complete the road surface and grade the stone before paving the asphalt.

Mr. Pham Van Sang, a road roller driver working at package 4, said: Regardless of Saturday or Sunday, day or night, sunny weather, we try to work to keep up with the project's progress.

Mr. Vo Van Hung, Project Manager of Package No. 4, said: According to the plan, the project will be completed and put into use by the end of December 2025. Up to this point, the total volume of the project has reached over 60% of the progress.

“Regarding the source of construction stone for the project, although it is very scarce, we have found a solution to overcome it. The biggest difficulty now is the early handover of the clean site. We hope that the investor will soon have a solution to relocate the power lines within the construction site to speed up the project progress,” Mr. Hung expressed.

As a household with nearly 100m of land located on Provincial Road 753, Mr. Do Van Tan (residing in Cay Cay hamlet, Tan Loi commune, Dong Nai province) said: Seeing the State upgrading and expanding Provincial Road 753, my family proactively dismantled the fence, demolished the gate, and removed the porch to hand over the site to implement the project. However, after the initial period of bustling implementation, the project's progress has shown signs of slowing down, and some items right in front of my house are still unfinished.

“I heard that it was because of the medium voltage power line. If the power line gets in the way of the trees, I am willing to cut the trees to hand over the land, as long as this road is completed as soon as possible so that people can travel conveniently,” Mr. Tan added.

Previously, in May 2025, in an official dispatch responding to the Binh Phuoc Provincial Investment and Construction Project Management Board, Binh Phuoc Electricity Company said: In order to relocate the power grid along both sides of Provincial Road 753 to serve the construction of the project to upgrade and expand Provincial Road 753 and build Ma Da Bridge connecting with Long Thanh International Airport (Dong Nai) and Cai Mep - Thi Vai Port ( Ba Ria - Vung Tau ) on schedule, Binh Phuoc Electricity Company requested the Binh Phuoc Provincial Investment and Construction Project Management Board to consider and advise the People's Committee of Binh Phuoc province to arrange capital to relocate the power grid.

Soon there will be a solution to the problem

Worried about the risk of delays, the project investor, the Provincial Construction Investment Project Management Board, recently sent a dispatch to relevant agencies to reflect the delay in relocating the existing medium-voltage power line system within the construction scope of the Project to Upgrade and Expand Provincial Road 753 and build Ma Da Bridge connecting to Long Thanh International Airport and Cai Mep - Thi Vai Port, affecting the quality of some items, as well as causing traffic insecurity on the route.

Immediately after receiving the dispatch from the Provincial Construction Investment Project Management Board, the Department of Industry and Trade sent a dispatch requesting Dong Nai Electricity Company and Southern Power Corporation to urgently relocate the power infrastructure system to serve the construction of the Project to Upgrade and Expand Provincial Road 753 in combination with Ma Da Bridge connecting with Long Thanh International Airport and Cai Mep - Thi Vai Port.

According to the Department of Industry and Trade, when the medium voltage power line system on Provincial Road 753 was built, Binh Phuoc Power Company committed to "quickly relocate or renovate the project without compensation" when the State needed to use the land. Currently, Binh Phuoc Power Company has merged with Dong Nai Power Company. Therefore, Dong Nai Power Company is responsible for inheriting this obligation.

The Department of Industry and Trade also requested: Southern Power Corporation to direct Dong Nai Power Company to urgently make a plan and arrange funds to organize the relocation of all existing power infrastructure within the construction scope of this project.

During the implementation process, it is necessary to closely coordinate with the Provincial Construction Investment Project Management Board to unify the relocation plan and schedule, ensuring that it does not affect the overall progress of the traffic project and the quality of construction items. The process of developing a suitable construction plan aims to ensure stable power supply for people and businesses in the area during the relocation period.

It can be seen that the lack of agreement on relocation costs is the main reason for not being able to hand over the clean site to the construction units. Time is limited, while the workload is still quite large, the urgent requirement now is that the relevant units, with goodwill, soon have appropriate solutions to relocate the power lines, hand over the site, speed up the construction progress to bring the project to the finish line on time.
