
After officially operating under the 2-level local government model from July 1, 2025, Hong Gai ward (merged from 3 wards Tran Hung Dao, Hong Gai and Bach Dang) with an area of over 5km² is the administrative, economic and tourist center of the area. Due to high population density and large administrative workload, the locality requires a modern and flexible management method based on a digital platform. From that reality, Hong Gai ward has built the "Hong Gai Smart" project, aiming to strongly apply information technology, comprehensive digital transformation in management activities, serving the people, operating socio-economic development and smart tourism.
According to the project, Hong Gai ward focuses on implementing 5 key groups of solutions. That is, digital transformation in public administration, ensuring 100% of administrative procedures are resolved online, integrating on the public service system, deploying Zalo OA application to look up records, and responding to satisfaction levels via QR code. Investing in digital infrastructure and smart connections, installing free public wifi systems, security and order monitoring cameras, traffic on 100% of main streets, environmental sensors, water levels and waste connected to the operation center.
Implementing digitalization of urban space by scanning QR codes for all relics, cultural and tourist sites, markets, bus stations, residential areas, helping people and tourists easily look up information. Building an Intelligent Operation Center (IOC) connecting data from administrative, urban and tourism fields, receiving and processing people's feedback and recommendations. Establishing a community digital technology team in 12 neighborhoods, supporting people in using online public services, electronic payments, digital identification, looking up records, and registering administrative procedures.

The “Hong Gai Smart” project is divided into 3 specific implementation phases. Phase 2025-2026 builds technical infrastructure, public wifi, surveillance camera system, data center. Phase 2026-2027 digitizes all administrative records, urban data, deploys smart applications to serve residents and tourists. Phase 2028-2030 completes the Intelligent Operation Center (IOC), synchronizes data, and expands the “grassroots smart city” model to the entire ward.
Mr. Vu Dac Tuong, Vice Chairman of the People's Committee of Hong Gai Ward, shared: "Hong Gai Smart" is an inevitable step in the process of building e-government and a creative and serving administration. When put into operation, the system will help minimize time and costs for people, while helping the government manage and operate faster, more transparently and accurately. The goal is that people will be served faster, better and more satisfied.
Along with building digital infrastructure, Hong Gai ward pays special attention to the human factor. All cadres and civil servants are trained in digital skills, and community digital technology teams are established to guide people in accessing and using public services, creating a widespread digital transformation movement. The ward also pioneered in deploying free public wifi, free parking, digitizing urban and tourism planning maps, installing QR codes at relics, tourist attractions, cultural and sports areas, contributing to the formation of a civilized, friendly and convenient living environment for people and visitors.
According to the Resolution of the Party Congress of Hong Gai Ward for the 2025-2030 term, building "Hong Gai Smart" is one of the three strategic breakthroughs, along with infrastructure improvement and smart tourism development. When the project comes into operation, Hong Gai Ward will become the pioneering locality of Quang Ninh to implement the model of "Smart Urban at the grassroots level", creating a foundation for modern e-government, serving the people more and more effectively, while affirming the role of a dynamic and civilized center of the urban area on the shore of Ha Long Bay.
