Head of the Economic Department of Dai Loc Commune, Do Thanh Cang, said that the heavy rain from the afternoon of October 26 to November 3 caused the water level of Vu Gia and Thu Bon rivers to rise above alert level 3 by 1.8m (reaching the flood peak in 2009). The entire commune had 13,986 households flooded from 1m to more than 2m deep; all 33 villages were isolated.
Dai Loc Commune organized the evacuation of 2,700 households (10,800 people) in areas flooded more than 2 meters deep to safe places. When the flood rose, the locality coordinated with the army and police to rescue 84 cases of illness, childbirth, the elderly, and children to safe places...
According to incomplete statistics, the total estimated damage is more than 80.2 billion VND. Tragically, the commune has 4 deaths due to floods.

At the meeting, representatives of several villages and related sectors pointed out the limitations in response and search and rescue during the recent flood. These included the fact that some people were still subjective; rescue vehicles did not meet the actual situation; some vulnerable groups, the elderly, pregnant women nearing their due date, and people with underlying diseases refused to evacuate or were transferred to the hospital for care.
Secretary of Dai Loc Commune Party Committee Nguyen Hao commended and highly appreciated the drastic and effective management of the People's Committee and the Commune Civil Defense Command; the responsible participation and disregard for difficulties of the forces; the positivity and great efforts of the Party Secretary, village chief, head of the Front work committee and the village association and mass organizations with the spirit of ensuring people's lives above all.
The Party Secretary of Dai Loc commune requested to immediately overcome the limitations, focus on overcoming the consequences of the flood, and proactively respond to storm No. 13. On the morning of November 6, the commune must complete the evacuation of people to safety.

Mr. Nguyen Hao noted that people must be evacuated from low-lying areas to high-lying areas, from unstable houses to solid ones. If there is not enough space, the commune will relocate people to take shelter at schools, health stations, old commune headquarters and ensure necessary necessities.
Police and military are ready to force people to evacuate to ensure their safety. They are advising people to stock up on food, necessities, drinking water, etc. to last at least 7 days.
Chairman of Dai Loc Commune People's Committee Le Do Tuan Khuong requested members of the Commune Civil Defense Command and villages to continue implementing disaster response plans at each activated level with the most urgent and drastic spirit; proactively prevent and respond at the highest level, anticipate the worst situations to ensure safety of people's lives and limit property damage.
In the immediate future, the commune will purchase and distribute to each village a handheld loudspeaker for propaganda purposes, and at the same time provide additional life jackets, raincoats, etc.
