Ho Chi Minh City needs more than 1 million new workers from now until 2030

That was the sharing of Ms. Luong Thi Toi, Deputy Director of the Department of Home Affairs of Ho Chi Minh City in the program "Connecting human resources with employers" - Job Link 2025 organized by Nguoi Lao Dong Newspaper on November 9.

Ms. Luong Thi Toi said that, based on the socio- economic development orientation for the period 2025 - 2030, the Vietnamese labor market will develop in the direction of digital economy - automation - green transition - renewable energy, clean transportation, and efficient logistics. Thereby, creating many new jobs, but requiring workers to regularly equip themselves with expertise and skills to meet the requirements of the labor market.

In early July 2025, when Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau merge, forming an expanded Ho Chi Minh City, it will be considered a megacity with nearly 14 million people, playing the role of the leading economic - financial - industrial - logistics center in Southeast Asia.

After the merger, according to Ms. Toi, the labor market in Ho Chi Minh City has become more vibrant and diverse. Data from the Ho Chi Minh City Employment Service Center shows that in the first 10 months of 2025 alone, the entire city recorded more than 140,000 job seekers and over 250,000 job vacancies, a significant increase compared to the same period in 2024 (116,899 job seekers and over 190,087 job vacancies).

In the coming time, the Government aims for double-digit economic growth, with GDP reaching 10% per year. At the same time, the Government will establish a new growth model, restructure the economy, and take science and technology, innovation and digital transformation as the main driving force.

With that orientation, employment trends will focus on the fields of AI, data; automation; renewable energy, logistics and financial management... This will be a big challenge for labor resources in labor-intensive industries due to the concentration of many unskilled workers who have not been recognized professionally during the training process.

Therefore, Ms. Toi forecasts that in the period 2025 - 2030, Ho Chi Minh City will need from 800,000 to over 1 million new workers, of which 70% will be in the service - high-tech industry group.

The labor market in Ho Chi Minh City is facing the problem of both surplus and shortage of labor force. Specifically, there is a surplus of unskilled labor and a shortage of highly skilled labor. This is a long-standing problem, requiring solutions to promote human resource development.

Regarding the short-term forecast, Ms. Luong Thi Toi said that in the labor market in the last months of 2025, the garment, leather footwear, wood furniture, electronics and mechanical engineering industries will continue to maintain stable recruitment needs to prepare for orders in early 2026. Meanwhile, the food and beverage industry recorded a sudden increase in human resource demand in the pre-Tet season.

The market also witnessed a strong increase in seasonal labor and short-term employment, especially among students and young workers. The total number of new and replacement jobs in the period before Tet 2026 is estimated at 25,000 - 30,000 positions. The prominent trend of the labor market in this period is the demand for seasonal labor to serve holidays and Tet.

What is the upcoming labor recruitment trend?

Presenting at the workshop, Ms. Tran Kim Trang, Sales Director of Good Jobs, said that we are witnessing a change not only in the way businesses recruit, but also in the nature of jobs and the skills that workers need to survive and develop.

From Good Jobs data, Ms. Trang gives 5 criteria on the trend of the labor market operation. For example, the trend of fast and flexible recruitment. Businesses today, especially in service industries such as F&B, logistics, retail, are shifting to a recruitment model based on actual needs. That means they are not only looking for good people, but also looking for the right people, that is, the right time, the right job, the right place.

Conversely, workers also need to get used to applying, interviewing, and even receiving jobs right on digital platforms.

Third is the skills workers need in the digital age. "Nowadays, businesses are less and less asking what qualifications you have, but rather what you can do, your professional capacity, how fast you learn, and your ability to adapt quickly," said Ms. Trang.

The challenge today is not just finding enough people, but helping workers be equipped with the right skills to work more effectively in the new environment.
