Prime Minister Pham Minh Chinh outlined 7 groups of tasks and solutions with 140 specific tasks to implement Resolution No. 57-NQ/TW.
Must dismantle the institution
On January 13, the Politburo and the Central Party Secretariat held a national conference on breakthroughs in science, technology, innovation and national digital transformation.
At the conference, Prime Minister Pham Minh Chinh thoroughly grasped the content and spirit of the Government's Action Program to implement Resolution No. 57-NQ/TW.
According to the Prime Minister, immediately after the Resolution was issued, the Government started to build an action program with the spirit of: clear thinking, high determination, great effort, drastic action, focused work, completing each task, completing each task, clear time, clear responsibility, and clear results.
Regarding the tasks and solutions, the Prime Minister said that there are 7 main groups of tasks and solutions with 140 specific tasks. The first group is to raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new momentum, new spirit in the whole society in developing science, technology, innovation and national digital transformation.
“We believe that resources start from thinking, motivation comes from innovation, strength comes from people and businesses. It requires a truly strong innovation in thinking, awareness, action and results achieved. Especially the pioneering and exemplary role of the team of cadres, party members, each organization and individual must clearly understand and then move from thinking to action to get results” - The Prime Minister stated and requested ministries, branches and localities to develop and promulgate plans to implement the Government's action program to implement Resolution 57. At the same time, develop a set of assessment criteria, periodically measure, publicly announce results, and evaluate the level of task completion based on implementation results.
The second group, according to the Prime Minister, is to urgently and resolutely perfect institutions; eliminate all thoughts, concepts, and barriers that are hindering development; and turn institutions into a competitive advantage in developing science, technology, innovation, and digital transformation.
“Institutions must be removed first to manage tightly, create development, mobilize maximum resources for development, create new development space, create a legal framework to mobilize and effectively use all resources for development,” the Prime Minister emphasized.
The third group, the Prime Minister said, is to increase investment and improve infrastructure for science, technology, innovation and national digital transformation. According to the Prime Minister: The State must create a mechanism to mobilize social resources, public-private partnership resources, and mobilize other resources, in which the State plays a leading role.
Respect for talent
The fourth group mentioned by the Prime Minister is developing and utilizing high-quality human resources and talents to meet the requirements of science and technology development, innovation and digital transformation.
Accordingly, along with increasing infrastructure investment and perfecting institutions, mechanisms and policies, developing and making use of high-quality human resources is the key factor, the "master key" that opens the door to success.
Some key tasks according to the Prime Minister are to develop a project to develop and promote talents; review and adjust the planning of public science and technology organizations, in which ineffective organizations will be merged or dissolved to focus resources on strong research organizations; and have policies to attract scientists and experts who are Vietnamese overseas and foreigners to work in Vietnam.
The fifth group is to promote digital transformation, apply science and technology, and innovate in the operations of state agencies; improve the effectiveness of national governance, the effectiveness of state management, and ensure national defense and security.
Regarding this issue, the Prime Minister stated: Promoting digital transformation, applying science and technology, and innovation is not only an inevitable trend but also a key lever to improve the effectiveness of State management and national governance. The application of advanced technology to the operations of State agencies will create a strong transformation, contributing to the creation of a streamlined, efficient digital government that better serves the people. Digital transformation will be the "golden key" to optimizing management processes, improving operational capacity, forecasting and making accurate and timely decisions in all areas, from socio-economics to national defense and security.
Enterprises are the "locomotives", the core force of the scientific ecosystem.
The sixth group is to strongly promote science and technology activities, innovation and digital transformation in enterprises. The Prime Minister emphasized: In the process of forming and developing the digital economy, enterprises are the "locomotives", the core force of the science, technology and innovation ecosystem. Recognizing this key role, the Government has been implementing many policies to "pave the way" for enterprises, especially small and medium enterprises, cooperatives, and business households, to access and master digital technology, and apply science and technology to production and business activities.
The seventh group emphasized by the Head of Government is to strengthen international cooperation in science and technology development, innovation and digital transformation. International cooperation is an important factor in promoting the development of science and technology, innovation and digital transformation, helping Vietnam integrate deeply with the world, quickly grasp and apply advanced technological advances.
