Hanoi: Chairman of Commune People's Committee approves list of streamlining non-professional staff

On November 10, Permanent Vice Chairman of Hanoi People's Committee Duong Duc Tuan signed Decision No. 5514/QD-UBND on authorizing the approval of the list of subjects for streamlining the payroll and the budget for streamlining the payroll for non-professional staff at the commune level according to Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government regulating the streamlining of payroll.

The Decision clearly states that the Chairman of the Hanoi People's Committee authorizes the Chairman of the People's Committee of the commune or ward (commune level) to implement the settlement of regimes and policies according to Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government regulating the streamlining of staff for non-professional workers at the commune level within the scope of management and use, specifically as follows:

The Chairman of the People's Committee at the commune level approves the list of subjects subject to staff reduction and the budget for staff reduction for non-professional staff at the commune level under the management scope as prescribed in Clause 4, Article 2 of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government. The authorization to the Chairman of the People's Committee at the commune level is implemented from the date of issuance of the Decision until May 31, 2026.

Regarding implementation responsibility, the Chairman of the People's Committee at the commune level exercises the rights and responsibilities authorized by the Chairman of the City People's Committee as stated in Article 1 of this Decision in accordance with the provisions of law; is responsible to the Chairman of the City People's Committee within the scope of the authorized rights and responsibilities.

At the same time, the Chairman of the People's Committee at the commune level reports on the implementation results of the contents authorized by the Chairman of the City People's Committee; sends them to the Department of Home Affairs and the Department of Finance according to regulations.

At the same time, the Chairman of the People's Committee at the commune level directs the Department of Culture and Social Affairs under the People's Committee at the commune level to appraise the list of subjects subject to staff reduction for non-professional staff at the commune level under the scope of management as prescribed in Clause 4, Article 2 of Decree No. 154/2025/ND-CP; directs the Department of Economics (for communes) or the Department of Economics, Infrastructure and Urban Areas (for wards) to appraise the budget estimate for implementing staff reduction for non-professional staff at the commune level under the scope of management as prescribed in Clause 4, Article 2 of Decree No. 154/2025/ND-CP; submits to competent authorities to arrange funds from the annual state budget expenditure estimate to implement policy payments for subjects subject to staff reduction who are non-professional staff at the commune level under the scope of management.

The Department of Home Affairs is responsible for monitoring, guiding, inspecting and evaluating the performance of the Chairman of the People's Committee at the commune level in performing the tasks and powers stated in Point c, Clause 1, Article 3 of this Decision.

The Department of Finance is responsible for monitoring, guiding, inspecting and evaluating the performance of the Chairman of the Commune People's Committee in performing the tasks and powers stated in Point d, Clause 1, Article 3 of this Decision.

This Decision comes into force from the date of signing.
