
In the morning at the Provincial General Hospital, the self-service kiosk area is bustling with people looking up and registering for examinations using their ID cards. With just a few steps on the screen, patients receive clearly displayed clinic information. Ms. Nguyen Thi Phuong, 45 years old, in Tran Quang Khai block, Luong Van Tri ward shared: Now I only need to show my ID card for the doctor to know my treatment history, no need to carry a lot of cumbersome documents like before. All procedures are much faster and more convenient.
Together with the Provincial General Hospital, up to now, 4/4 provincial hospitals and 10/10 regional health centers have completed the implementation of electronic medical records. All data is connected to the health insurance assessment system. Along with that, more than 96% of the people in the province have electronic health records, helping doctors easily look up and monitor the treatment process.
Doctor Be Van Khanh, Director of Trang Dinh Regional Medical Center, informed: Electronic medical records will be deployed in 10/10 departments from the end of September 2025 to help save time and support doctors in making treatment decisions faster and more accurately. People also benefit from not having to carry documents and can look up medical examination and treatment information at any time.
Along with electronic medical records, the provincial health sector has promoted the application of ID cards or VNeID in medical examination and treatment. As of October 2025, the rate of medical examination and treatment using ID cards reached over 84%, helping to shorten the reception time, reduce paperwork, and increase accuracy in patient information management.
At the same time, 100% of medical examination and treatment facilities in the province have implemented cashless payment of hospital fees, the electronic payment rate reached 86.3%, far exceeding the target of 50% according to Resolution No. 49 dated September 28, 2021 of the Provincial Party Standing Committee on digital transformation of Lang Son province by 2025, with a vision to 2030. Patients can easily pay by scanning QR codes or e-wallets, ensuring speed, transparency and safety.
Despite many positive results, the digital transformation of healthcare still faces many difficulties. Many healthcare facilities face difficulties in funding investment in technology infrastructure, servers, data security, and training of specialized human resources.
Mr. Ly Kim Soi, Deputy Director of the Provincial Department of Health, said: Determining that digital transformation is not only a trend, but also a long-term strategic task, the Provincial Department of Health has proactively implemented Action Plan No. 238 dated May 23, 2025 of the Provincial Party Standing Committee to implement Resolution No. 57 dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation associated with digital transformation of the health sector. However, during the implementation process, we still encountered some difficulties and problems regarding funding for investment in information technology infrastructure at medical examination and treatment facilities. Therefore, we recommend that the Central Government soon have a mechanism to support infrastructure investment and promulgate regulations on technical regulations and standards for interconnecting medical data so that localities can implement more conveniently and effectively.
The advances in digital transformation are making important contributions to improving the quality of people's health care every day. From simplifying procedures, making processes transparent to centralized information management, all efforts are aimed at serving people better. With the determination of the medical team and the support of technology, the provincial health sector is moving closer to a smart, humane and modern health system, where technology is operated for people's health.
