
Colonel Vu Van Tung, member of the Provincial Party Standing Committee, Commander of the Provincial Military Command, inspected the selection and call-up of citizens for military service in 2026 in Van Loc commune.
In the early days of November, the atmosphere at military service examination points in the localities was bustling. At the headquarters of Van Loc commune, on the bulletin boards, the list of participants in the examination, temporary exemption, and temporary deferment was publicly posted. In 2026, Van Loc commune was assigned the highest target of selecting and calling citizens to join the army in the whole province. With the motto "Whoever is recruited, that person is sure to be selected", Van Loc commune examined 680 young men, of whom nearly 40 young men wrote volunteer applications; 102 young men with college and university degrees; 35 young men are children of cadres and party members.
Comrade Le Ngoc Hung, Chairman of Van Loc Commune People's Committee, said: "To carry out the military service examination, all departments, branches and organizations are focused on the work. Especially in the propaganda work, there are meetings with the families of young people and especially young people to propagate the Military Service Law, so that young people and their families can grasp the regulations and clearly understand the policies on their rights and obligations."
In Van Du commune, thanks to good propaganda work, young people of all ages in the commune have shown a spirit of self-awareness, responsibility and enthusiasm for military service. Of these, 12 young people volunteered to join the army this time, 6 young people volunteered to join the military service and 6 young people volunteered to join the police service out of a total of 234 young people examined, notably 2 young people who had just graduated from university.
Adhering to the motto of "recruiting the right person", the Party Committee, the government and the military agencies of Van Du commune have enhanced their political responsibility in military recruitment with a truly impartial spirit, putting quality first; regularly grasping the source of citizens eligible for military service in the locality, not missing or missing out; proactively organizing training for cadres and civil servants participating in military recruitment; directing the preliminary selection, medical examination and strict review, ensuring true democracy, fairness, publicity and transparency, absolutely avoiding negativity. At the same time, widely propagating the Law on Military Service, the meaning of military service with many diverse, rich, easy-to-understand forms and close to the actual situation of young people as well as each locality; propagating preferential policies for soldiers.
Colonel Vu Van Tung, member of the Provincial Party Standing Committee, Commander of the Military Command, Permanent Vice Chairman of the Provincial Military Service Council, said: “In the process of carrying out the military recruitment task, we direct the local military service councils to focus on prioritizing the improvement of the quality of citizens in remote, isolated and particularly difficult areas, ensuring the implementation of "rounded" military recruitment towards the goal, requiring the improvement of quality to build a standing force, a mobilized reserve force and contribute to creating a source of grassroots cadres in the locality".
Thanks to good propaganda work, by November 7, 2025, the whole province had 1,233 young people volunteering to join the military service in 2026. 2026 is the second year of implementing the military service examination according to Circular No. 105/2023/TT-BQP replacing Circular No. 16/2016/TTLT-BYT-BQP. According to Circular 105 of the Ministry of National Defense , the military service health examination is organized as a paraclinical examination, including: X-ray, abdominal ultrasound, electrocardiogram, hepatitis B virus test. Different from before, it was only physical examination, clinical examination, HIV and drug testing. The responsibility of localities to "complete" the military service recruitment in 2026 has been shown more synchronously and clearly. Because along with political and cultural criteria, health criteria clearly stipulate the responsibility of the locality sending troops.
To "recruit the right person", after the medical examination, the local military service councils conduct meetings, learn about the circumstances, grasp the thoughts, feelings, aspirations, educational level, technical expertise, political attitude, and ethics of each young person. At the same time, they carry out well the "3 meetings" (meeting citizens, meeting families, meeting localities - applicable to units carrying out important and confidential tasks); "2 meetings" (meeting citizens, meeting families - applicable to the remaining units); "4 knowing" (knowing health, knowing culture, knowing background, knowing moral qualities); coordinate with the police and medical staff to carry out well the "3 together" (with the military service council, with the health examination council, and with the handover and acceptance ceremony). Finally, the authorities will review, compare, and carefully check all records, background, circumstances, and wishes of each young person and each family, as a basis for advising the Party Committee, government, and Military Service Council of wards and communes to organize "3 elections" (government election; village, hamlet, organization, and people's election; family election).
In 2025, Thanh Hoa province organized a tight military handover, with sufficient quantity and quality assurance, with a total of 4,139 young men handed over; 100% of discharged soldiers were granted vocational training cards by their units and were fully guaranteed regimes and standards; localities always paid attention to and created conditions for soldiers who completed their military service to soon stabilize their lives and develop their family economy after being discharged. The above results demonstrated the "complete implementation" even for soldiers who completed their military service and returned to their localities, not just the selection of citizens preparing to perform military service in the localities.
