Hac Thanh Ward is one of the localities with the largest number of business establishments with security and order conditions, operating most bustlingly in the province. During the operation, some establishments have shown signs of violating the provisions of the law or allowing bad elements to take advantage of them to commit crimes. To rectify this situation, the Ward Police have continuously carried out general inspection and review plans for business establishments with conditions, thereby detecting and preventing many illegal cases.

Lieutenant Colonel Mai Anh Tien, Chief of Hac Thanh Ward Police, said: "In order to tighten the management of conditional business establishments in the area, the ward police have increased their forces to grasp the situation and provide guidance to the establishments. Through the work of grasping the situation, applying basic investigation measures to assign forces, closely coordinate management, and detect establishments that take advantage of the profession to commit crimes. Along with the work of firmly grasping the area and strengthening inspections, the ward police also arranged a team of specialized officers at the licensing team on security and order, ensuring that all establishments when operating must fully meet the conditions prescribed by law, especially on fire prevention and fighting safety."

Currently, in the province, there are nearly 4,000 business establishments with conditions on security and order. Most of the establishments comply with the provisions of the law in the field of business with conditions on security and order, contributing to the prevention and fight against crimes and violations of the law in this field. However, there is still a potential risk of business establishments hiding, circumventing the law, and transforming their activities in the fields and professions of investment and business with conditions on security and order.

To strengthen the management of business establishments with conditions on security and order, the Provincial Police have advised the Provincial People's Committee to issue a document directing the People's Committees at all levels and functional units to coordinate closely with the police agencies to effectively organize the implementation of State management of these industries and professions in the locality. At the same time, directing the police force in charge of administrative management of social order from the province to the grassroots level to strengthen inspection, guidance, and strict management of business establishments with conditions on security and order. In particular, focusing on accommodation establishments, karaoke, bars, pubs, clubs, and pawnshops to grasp the situation, promptly detect, and strictly handle violations. At the same time, synchronously deploy professional measures, resolutely fight against criminal gangs and social evils that take advantage of business establishments with conditions on security and order to commit violations of the law.

The provincial police coordinated with departments, branches, organizations, Party committees and local authorities to resolutely implement the proposed measures. Focus on promoting the dissemination of legal regulations on the management of conditional business lines on security and order; inform about methods and tricks of criminals and violations of the law in conditional business investment activities to raise people's awareness and understanding. In addition, the police force also organized conditional business establishments to sign a commitment to strictly implement the provisions of the law. Deploy, guide and train establishments to apply electronic software in State management of social order; Answering and supporting establishments in the face of difficulties when using the VNeID application and ASM software in residence notification... From the beginning of 2025 to now, the police forces in the province have inspected, detected and handled nearly 50 cases of violations of legal regulations on conditional business lines on security and order.

The provincial police are continuing to organize regular and surprise inspections; synchronously deploy professional measures to review, count, and list establishments at risk of violations; grasp the local situation to do a good job of preventing and fighting crimes. Along with that, propagandize and encourage accommodation establishments and households to do a good job of declaring temporary residence and temporary absence, especially strangers and relatives who come to stay overnight in the area. Organize pawnshops, karaoke establishments, accommodation establishments... to sign a commitment to strictly comply with the provisions of the law, ensuring security and order at the facility.
