Issuing regulations on decentralization of authority to recruit teachers

Accordingly, the recruitment and admission of civil servants in public educational institutions under the management authority of the Department of Education and Training (DET), and public educational institutions under the management authority of the People's Committee at the commune level will be carried out by the Department of Education and Training in coordination with the Department of Home Affairs and the People's Committee at the commune level.

The Chairman of the People's Committee at the commune level shall carry out the mobilization and secondment of teachers, educational institution managers, civil servants and employees between public educational institutions under his/her management authority.

The Chairman of the People's Committee at the commune level has the right to decide to accept teachers, educational institution managers, civil servants, and employees from other agencies, units, and localities to work at public educational institutions under their management authority; decide to transfer teachers, educational institution managers, civil servants, and employees from public educational institutions under their management authority to other agencies, units, and localities.

The Director of the Department of Education and Training shall carry out the mobilization and secondment of teachers, educational institution managers, civil servants and employees between public educational institutions under his/her management authority.

The Director of the Department of Education and Training will preside over and coordinate with the People's Committee at the commune level to carry out the mobilization and secondment of teachers, educational institution managers, civil servants and employees between public educational institutions under the management authority of the Department of Education and Training and educational institutions under the management authority of the People's Committee at the commune level; between public educational institutions under the management authority of the People's Committee of this commune and public educational institutions under the management authority of the People's Committee of another commune;

Decision to accept teachers, educational institution managers, civil servants, and employees from other agencies, units, and localities to work at public educational institutions under the scope of management authority;

Decision on job transfer of teachers, educational institution managers, civil servants and employees at public educational institutions under management authority to other agencies, units and localities.

Regarding the authority to appoint professional titles, change professional titles; change job positions; implement salary, allowance, bonus regimes; termination, retirement regimes and other regimes and policies for teachers, educational institution managers, civil servants and employees in public educational institutions under the scope of management authority, the authority will have the right to decide on personnel under its management.

The Chairman of the Provincial People's Committee requested the Department of Education and Training to preside over and coordinate with the Department of Home Affairs to advise the Provincial People's Committee on organizing training and fostering for teachers, educational management staff, civil servants and employees in public educational institutions; guide the People's Committees at the commune level to implement training and fostering contents in the field of education and training according to the provisions of law and the direction of the Provincial People's Committee.

The Director of the Department of Education and Training and the Chairman of the People's Committee at the commune level shall be fully responsible for the implementation of assigned tasks and powers; shall be responsible for managing and using the staff and employees in public educational institutions under their management to ensure sufficient quantity and correct structure according to educational levels, subjects and educational activities; shall guide and resolve difficulties in the management and use of teachers, educational institution managers, staff and employees in public educational institutions in the province.
