Vietnam Union of Science and Technology Associations comments on Draft Documents of the 14th National Congress of the Party

Speaking at the opening of the workshop, President of the Vietnam Union of Friendship Organizations, Dr. Phan Xuan Dung, stated that the Vietnam Union of Friendship Organizations determined that the workshop on Comments on Draft Documents to be submitted to the 14th National Congress of the Party is one of the events of special significance for Party members, association members, and intellectuals to contribute their opinions to complete the draft documents of the National Party Congress, and also to express the sentiments and trust of Party members, intellectuals of the Vietnam Union of Friendship Organizations and member associations in the 14th National Congress of the Party, opening a new era of development and prosperity for the country.

In his speech directing the workshop, comrade Huynh Thanh Dat affirmed that the organization of the workshop by the Vietnam Union of Science and Technology Associations not only contributed to gathering intelligence and promoting the role of intellectuals and scientists in the process of preparing the documents for the 14th National Party Congress, but also demonstrated the spirit of "the Party listening to the people and intellectuals", continuing the precious tradition of our Party in the process of formulating the country's development policy.

The workshop took place at a time of special significance when the entire Party, people and army were urgently preparing for the 14th National Congress of the Party. This was an opportunity to review and comprehensively evaluate the results of the implementation of the 13th National Congress Resolution; at the same time, to contribute dedicated and intellectual opinions to perfect strategic orientations and solutions for the new development stage of the country.

Comrade Huynh Thanh Dat suggested that delegates focus on giving comments to the Draft Documents on three key contents: analyzing and objectively assessing the role of science and technology, innovation, education and training, and intellectuals; proposing feasible solutions to further promote the intelligence and creative potential of scientists; giving direct comments on contents related to growth model innovation, human resource development, digital transformation, knowledge economy , and ecological environment protection.

Commenting on the content of science and technology, Professor, Doctor of Science Tran Dinh Long, Chairman of the Vietnam Plant Seed Association, Member of the Advisory Council for Science, Technology and Digital Transformation, Vietnam Fatherland Front, commented that the Draft Political Report clearly demonstrated the strategic vision and development goals to 2030 and 2045, demonstrating high political determination in building the country in the new period.

He appreciated the Draft's identification of science, technology, innovation and digital transformation as the main driving force for growth; and affirmed that private economic development is an important driving force. However, he said that there is still a gap between the Party Resolution and its implementation, especially in the ordering mechanism and finance for research topics.

He recommended that there should be mechanisms, institutions, and policies for ordering science and technology topics and projects based on actual needs and market needs; there should be a revolution in the procedures for evaluating and accepting topics and projects. When determining scientific tasks; innovate financial mechanisms in the direction of allocating expenditure to the final product; prioritize investment in strategic technologies and core technologies, and clearly define the investment roles between the state and enterprises.

According to Dr. Bui Thi An, Secretary and Director of the Institute of Natural Resources, Environment and Community Development (Vietnam Union of Science and Technology Associations), the 14th National Party Congress is an important milestone, shaping the country's development strategy in the new period, a period in which science, technology and innovation become the main driving force for rapid and sustainable growth.

Ms. An said that the Draft correctly pointed out the limitations in mechanisms, policies, and investment in science, technology, and innovation, considering this a key factor to improve productivity, competitiveness, and sustainable development.

Ms. An proposed that the Document should clarify the pivotal role of science, technology and innovation in the socio-economic development model; clearly define the structure of the national innovation ecosystem, in which enterprises are the center, the State creates institutions, institutes and schools are the research foundation, and society is the environment to encourage innovation. It is necessary to increase investment in R&D (research and development) to form a public-private venture capital fund, give greater autonomy to public research organizations and encourage enterprises to boldly invest in science and technology. In addition, it is necessary to develop high-quality human resources for science and technology and promote intellectuals, young female intellectuals, etc.; at the same time, there should be a mechanism for senior experts to participate in consulting for ministries, branches and localities; form a fund to support independent policy criticism and consulting to promote social intelligence in policy making.

At the workshop, many enthusiastic and profound opinions of delegates contributed to clarifying the major orientations in the Draft Political Report to be submitted to the 14th National Party Congress.
